SUMMARY:

The Treasury Management and Government Banking Officer is responsible for managing, retaining, and growing business and government banking relationships through the sale, implementation, and ongoing support of Treasury Management, deposit, payment, and fraud mitigation solutions. The Officer serves as a trusted advisor to commercial, business, municipal, government, district, housing authority, non-profit, and affiliated clients by evaluating cash flow and operational needs and delivering solutions that improve efficiency, liquidity management, payment processing, and fraud protection.

This role is responsible for generating Treasury Management fee income, supporting deposit growth, deepening client relationships, expanding product penetration, and developing new Government Banking and Treasury Management relationships throughout the Bank's market areas. The Officer partners closely with Commercial Lenders, Business Banking Officers, Banking Center Managers, Treasury Management Operations, Deposit Operations, Information Technology, and other internal partners to provide a seamless client experience.

ESSENTIAL JOB FUNCTIONS & RESPONSIBILITIES:

Sales, Business Development & Government Relationship Growth

1. Develop, manage, retain, and grow a portfolio of Treasury Management and Government Banking relationships, including cities, towns, districts, housing authorities, and affiliated organizations throughout the Bank's market areas.

2. Proactively identify, develop, and close opportunities with existing and prospective clients through calling, relationship management, networking, community involvement, industry events, state and local meetings, conferences, and other business development activities; independently generate leads and referral opportunities.

3. Generate Treasury Management fee income and support deposit growth objectives, including operating and low-cost deposit balances, while identifying broader relationship opportunities with government, municipal, and commercial clients.

4. Build and maintain an active sales pipeline and ensure timely, accurate updates within the Bank's CRM and sales tracking systems.

5. Partner with Commercial Lenders, Business Banking Officers, Banking Center Managers, and other relationship officers to identify opportunities, coordinate joint calling and cross-selling strategies, participate in relationship reviews, and expand relationships with municipal employees where appropriate.

6. Coordinate with government clients and Banking Centers on targeted outreach, marketing materials, and employee or employee-benefit seminars, as appropriate.

7. Remain current on competitor offerings, market trends, and evolving client needs in Treasury Management and Government Banking, and assist with the development, enhancement, or remarketing of products and services for government and municipal clients.

8. Track municipal employee accounts and related relationship-development activity as required

Relationship Management & Advisory Services

9. Serve as a trusted advisor by evaluating client cash flow processes, payment activities, account structures, operational workflows, service usage, and fraud risk exposure.

10. Conduct relationship reviews and recommend changes, additional products, or account structures that improve client efficiency and support Bank profitability.

11. Deepen relationships through cross-selling of Treasury Management, deposit, lending, and other banking services.

12. Maintain regular client communication to support satisfaction, retention, and product utilization; respond to and resolve escalated service issues in a timely and professional manner.

13. Participate in and fulfill expectations related to Relationship Teams.

Treasury Management Product Sales & Support

14. Sell, support, and assist with implementation of ACH origination, wire transfers, Remote Deposit Capture, Positive Pay and fraud mitigation services, Business Online Banking, merchant services, payroll service referrals, account analysis, internal and external transfers, and other Treasury Management and payment solutions.

15. Provide onsite or remote demonstrations, training, and education for digital banking, ACH, wire, and other payment services.

16. Assist in pricing Treasury Management services, analyzing customer profitability, and preparing proposals, pricing models, agreements, and implementation documentation.

17. Perform and/or oversee reconciliation products and serve as backup for reconciliations as needed.

18. Create and evaluate information and reports for trends and appropriate responses.

Client Onboarding & Implementation

19. Lead onboarding and implementation processes for new and existing Treasury Management and Government Banking clients and products.

20. Coordinate with Treasury Management Operations, Deposit Operations, Information Technology, and other departments to ensure accurate and timely implementation, training, and education.

21. Monitor implementations and product adoption to ensure service quality and a positive client experience.

Collaboration, Risk Management & Department Support

22. Train and educate internal staff on Treasury Management and Government Banking products, referral opportunities, and industry developments.

23. Provide internal stakeholders with updates regarding product enhancements, implementation status, and client opportunities; participate in department meetings, strategic initiatives, and cross-functional projects.

24. Ensure services are implemented and maintained in compliance with applicable laws, regulations, Bank policies, and operating procedures.

25. Maintain current knowledge of payments regulations, fraud trends, cybersecurity risks, and Treasury Management compliance requirements; identify, escalate, and assist in mitigating operational, fraud, and compliance risks.

26. Maintain accurate client documentation and implementation records.

27. Assist with other operational needs of the department as assigned.

EDUCATION & CERTIFICATIONS:

* Bachelor's degree or equivalent work experience; concentration in finance or accounting preferred.

* Minimum of five years of experience in Treasury Management, Government Banking, business banking, commercial banking, or related financial services roles; Government Banking and/or Treasury Management experience strongly preferred.

* Must hold, or obtain within 24 months of employment, at least one of the following certifications: Accredited ACH Professional (AAP), Accredited Payments Risk Professional (APRP), or Certified Treasury Professional (CTP).

KNOWLEDGE, SKILLS & ABILITIES:

* Strong knowledge of Treasury Management products, services, digital banking, payment systems, and payment channels.

* Understanding of business and government banking operations, commercial relationships, and client cash flow management.

* Demonstrated business development, sales, customer service, operational support, networking, and relationship management experience.

* Ability to identify client needs, recommend appropriate solutions, analyze account relationships and customer profitability, and manage complex client relationships.

* Strong analytical, organizational, operational, and problem-solving abilities.

* Strong verbal, written, presentation, and interpersonal communication skills.

* Intermediate to advanced proficiency in Microsoft Office applications; working knowledge of PowerPoint and CRM platforms.

* Ability to work independently, maintain strong internal relationships, and manage multiple priorities and deadlines in a fast-paced environment.

* Knowledge of banking regulations, fraud prevention practices, and cybersecurity awareness.
