Sigma Defense is seeking a Senior Training Specialist: Fleet Training Management who has directly coordinated with ships and Fleet training organizations; understands NAVWAR equipment configurations and associated training requirements; can navigate Navy training-management systems; and has hands-on experience managing W-CINs, course quotas, prerequisites, schedules, and emerging training requirements.

The ideal candidate will be able to work with a Ship Training Officer to identify a training need, determine the applicable NAVWAR system/configuration, validate the correct course and prerequisites, secure and manage the appropriate quota, coordinate the requirement with NAVWAR/NAVIFOR/training stakeholders, and ensure the requirement is accurately reflected in Navy training-management systems.

The strongest candidate will be an experienced Navy training professional who understands how Fleet training requirements move from the ship to the training enterprise and back to the Sailor.

This is a contingent position that is pending award of contract. This means that the position is subject to the successful awarding of a contract and will be confirmed once the contract is finalized. The candidate selected for this role will be offered the position on the condition that the contract is awarded to our organization.

Requirements

  • 10 years of relevant professional experience supporting Navy training management, Fleet training, training requirements, logistics/Fleet support, or closely related activities.
  • Demonstrated experience coordinating with Ship Training Officers or comparable Fleet training stakeholders to identify, plan, and schedule Navy training requirements.
  • Experience researching installed equipment variants, ship requirements, and training prerequisites to determine appropriate training requirements.
  • Experience managing training course schedules, quotas, prerequisites, convenings, graduations, and/or related Navy training information.
  • Demonstrated experience with Navy-wide training-management systems such as CeTARS, FLTMPS, CANTRAC, and eNTRS. These tools are specifically identified as relevant experience in the PWS Key Personnel qualifications.
  • Experience analyzing training quota utilization and current Fleet training requirements.
  • Experience applying data management and analysis techniques to training information.
  • Strong knowledge of Navy Fleet training processes and the ability to coordinate across ships, Fleet organizations, program offices, training activities, and other Navy stakeholders.
  • Excellent written and verbal communication skills and the ability to develop and deliver training-related briefs to Fleet and Government stakeholders.
  • Ability to work independently on high-visibility or mission-critical requirements and lead or oversee less-senior personnel when required.
  • Must be a U.S. citizen.

Candidate Differentiators:

  • Direct experience supporting NAVWAR, NAVWAR Program Executive Offices, NAVIFOR, NIWC, or other Navy Systems Commands.
  • Recent experience supporting Navy Fleet Training Management requirements.
  • Direct experience coordinating with Ship Training Officers and Fleet training organizations.
  • Advanced working knowledge of CeTARS, FLTMPS, CANTRAC, eNTRS, and Cognos.
  • Experience assigning, maintaining, or managing NAVWAR W-CINs.
  • Experience applying SPAWARINST 1500.1B or successor/current NAVWAR training policy.
  • Experience researching NAVWAR equipment configurations and matching installed system variants to Fleet training requirements.
  • Experience managing training quotas and analyzing quota utilization.
  • Experience coordinating Mobile Training Teams (MTTs) and emergent Fleet training requirements.
  • Experience developing or presenting briefs at Fleet training conferences, C4I training seminars, or comparable Navy forums.
  • Experience analyzing Fleet training deficiencies and developing recommendations for new or modified courses.
  • Experience managing and analyzing Navy training data to support readiness and training-management decisions.
  • Knowledge of NAVWAR C4I and Information Warfare systems and capabilities.
  • Active TS/SCI clearance is advantageous.

Personnel Clearance Level:

  • Candidate must possess an active Secret security clearance or higher. All personnel assigned to the task order must possess or maintain at least a Secret clearance.

Education Requirements:

  • Master's degree from an accredited college or university in an engineering, technical, scientific, managerial, or other applicable field consistent with contract labor-category requirements.

Essential Job Duties (not all-inclusive):

  • Serve as a senior Fleet Training Management subject matter expert supporting NAVWAR training requirements and Fleet readiness.
  • Coordinate with Ship Training Officers to identify and schedule NAVWAR training courses required to fulfill ship training requirements documented in the Fleet Training Management Planning System (FLTMPS).
  • Research and analyze current installed variants of NAVWAR equipment and applicable ship requirements to determine appropriate training requirements.
  • Validate student and course training prerequisites and coordinate training solutions aligned with installed shipboard systems and configurations.
  • Manage quota control for NAVWAR training courses and coordinate training availability with ships and Fleet stakeholders.
  • Develop and deliver training briefs to ships and support presentations at Fleet training conferences and NAVWAR-hosted C4I Training Seminars.
  • Work with NAVWAR program offices to assign and manage W-Course Identification Numbers (W-CINs) in accordance with applicable NAVWAR/SPAWAR policy.
  • Maintain W-CIN directories and associated course information.
  • Coordinate with Naval Information Forces (NAVIFOR) to maintain accurate and current course information and support course deactivation when appropriate.
  • Track and manage course schedules, online course listings, prerequisites, convenings, and graduations for NAVWAR W-CIN courses.
  • Provide subject matter expertise in Navy Training Management systems, including CeTARS, FLTMPS, CANTRAC, eNTRS, and Cognos.
  • Enter, maintain, analyze, and manage Fleet training data within applicable Navy training management systems.
  • Analyze training quota utilization and evaluate current and emerging Fleet training requirements.
  • Apply data management, analysis, and visualization techniques to training-management information to identify trends, deficiencies, utilization issues, and opportunities for improvement.
  • Coordinate with NAVWAR program offices, Fleet organizations, training sites, and/or detailers to plan, schedule, and execute Mobile Training Team (MTT) requirements.
  • Coordinate emerging Fleet training requirements and ensure finalized training schedules and information are accurately documented and available within Fleet training systems.
  • Support implementation of recommendations resulting from Fleet training surveys.
  • Identify training deficiencies and, when appropriate, initiate or support requests for new or modified training courses to address identified Fleet requirements.
  • Coordinate proposed new or modified course requirements with appropriate Fleet, program, and training stakeholders.

Salary Range: $110,000 - $120,000 annually.
