Harkcon is seeking a proposal-contingent Emergency Management Subject Matter Expert 1 to provide experienced technical review and consultative support for FEMA National Training and Education Division (NTED) Training Partners Program (TPP).

Security and Suitability: Ability to obtain and maintain DHS suitability required. Some positions may require higher clearance levels based on task order needs.

Location: National Capital Region (Virginia, Maryland, DC) with hybrid and remote options possible depending on role and Government direction.

Responsibilities

The Emergency Management Subject Matter Expert 1 will:

  • Be responsible for providing evaluation, consultation, guidance or direction in specialized area(s) of expertise.
  • Consult with project team, customers, and government officials regarding process, content and/or deliverables as required.
  • Contribute content, identify best practices, and knowledge of subject matter, translate subject matter terminology as appropriate.
  • Provide recommendations verbally and in writing.
  • May function in an oversight capacity for research projects, educational activities, evaluations of staff performance, and liaison activities with government agency and other partner organizations.

Qualifications

  • High school diploma or equivalent.
  • 2+ years of relevant experience in a related discipline. Four additional years of experience may substitute for the diploma. Must demonstrate ability to work independently or under general direction and possess strong written and oral communication skills.
  • Must have demonstrated ability to work independently or under only general direction.
  • Good written and oral communication skills are required.

Preferred Qualifications

  • Experience in FEMA, DHS, homeland security, emergency management, first responder systems, preparedness training, or related operational environments.
  • Recognized technical credibility and strong resume depth.
  • Experience supporting doctrine, training, exercise, curriculum, or program quality efforts.

Additional Details

This is a part-time role based on task order demand, with hybrid and remote options possible depending on role and Government direction. Candidate must be able to maintain continuity and availability throughout the period of performance.
