Responsibilities
Peraton is seeking a Program Manager to lead the Alternative Multi-Factor Authentication Support Services (AMASS) program supporting the Defense Manpower Data Center (DMDC). The AMASS program is responsible for sustaining the Department of Defense Self-Service Logon (DS Logon) capability while accelerating the modernization and adoption of myAuth, DMDC's enterprise alternative multi-factor authentication platform built on Okta Identity-as-a-Service. The Program Manager will serve as the primary interface to DMDC leadership and be accountable for successful contract execution across cost, schedule, technical performance, staffing, risk management, and customer satisfaction. The selected candidate will lead a multi-disciplinary team supporting Identity, Credential, and Access Management (ICAM), identity proofing, authentication modernization, partner application onboarding, Zero Trust initiatives, and the successful migration of approximately 100 partner applications from DS Logon to myAuth supporting millions of users across the Department of Defense, Veterans Affairs, and other federal stakeholders. This position is hybrid. RESPONSIBILITIES
Serve as the Program Manager and single point of accountability for successful execution of the AMASS contract supporting both DS Logon sustainment and myAuth modernization efforts.
- Direct all program activities associated with cost, schedule, staffing, quality, technical performance, and customer satisfaction.
- Lead a cross-functional team supporting Agile software development, DevSecOps, cybersecurity compliance, operations and maintenance, identity proofing, multi-factor authentication, customer onboarding, testing, and deployment activities.
- Partner with DMDC leadership, Product Managers, Product Owners, CORs, GSA representatives, DISA stakeholders, and partner application owners to establish priorities, resolve issues, and communicate program status.
- Accelerate onboarding and migration of partner applications from DS Logon to myAuth while supporting the government objective to decommission DS Logon.
- Manage execution of program management artifacts including the Project Management Plan (PMP), Integrated Master Schedule (IMS), Work Breakdown Structure (WBS), Risk Register, Issue Log, Decision Log, Communications Plan, and Monthly Status Reports.
- Lead program increment planning, sprint execution oversight, release management, and deployment readiness activities in accordance with DMDC Software Delivery Management processes.
- Ensure successful delivery of all contract deliverables and compliance with contractual Service Level Agreements, Acceptable Quality Levels (AQLs), and performance metrics.
- Manage program risks, dependencies, and critical path activities while implementing proactive mitigation strategies.
- Coordinate with DMDC governance boards, architecture review boards, configuration management processes, cybersecurity teams, and enterprise quality assurance organizations.
- Oversee transition planning, knowledge transfer activities, staffing plans, and continuity of operations throughout the contract lifecycle.
- Support RMF, ATO maintenance, cybersecurity compliance activities, and adherence to NIST SP 800-63 digital identity standards.
- Drive continuous improvement initiatives, process automation, and operational efficiencies across program execution.
- Monitor contract funding, subcontractor performance, staffing requirements, and financial performance; develop forecasts and provide monthly program health reporting.
- Lead customer engagement activities and executive-level briefings while maintaining strong relationships with government stakeholders.
- Support business development activities, proposal efforts, recompete planning, and growth opportunities within DMDC, DHRA, and related identity modernization programs.
- Ensure successful adoption of modern identity technologies including Okta, identity federation, SAML, OpenID Connect (OIDC), identity proofing services, and Zero Trust authentication capabilities.
Qualifications
REQUIRED QUALIFICATIONS
- Bachelor's degree in Information Systems, Computer Science, Engineering, Cybersecurity, Business, or related discipline.
- 10 years experience in program/project management
- Ability to obtain Secret clearance
- Must be US Citizen
- Experience managing large-scale federal information technology programs.
- Experience serving as a Program Manager, Project Manager, Product Manager, or Product Owner supporting DoD or federal enterprise systems.
- Demonstrated experience managing software development and modernization programs utilizing Agile, Scrum, SAFe, or hybrid delivery methodologies.
- Experience managing programs supporting identity management, authentication, credentialing, cybersecurity, personnel systems, or enterprise business applications.
- Experience developing and managing Integrated Master Schedules, program budgets, staffing plans, risks, issues, and executive-level reporting.
- Experience supporting SDLC, DevSecOps, software releases, testing, operational transition, and production support activities.
- Experience briefing senior government executives and managing customer relationships in complex stakeholder environments.
- Experience supporting RMF, ATO, cybersecurity compliance, and federal IT governance processes.
PREFERRED QUALIFICATIONS
- Previous experience supporting DMDC, DISA, DHRA, or other Department of Defense personnel and identity programs.
- Experience supporting systems serving large user populations and multiple government agencies.
- Experience with identity, credentialing, access management (ICAM), continuous vetting, personnel security, authentication, or enterprise onboarding programs.
- Experience managing enterprise cloud migration or modernization initiatives.
- PMP certification.
- CompTIA Security+ certification.
- Familiarity with Okta, identity federation technologies, AWS or cloud-hosted enterprise applications.
- Experience leading operational transitions between organizations, programs, or contractors.
- Experience supporting systems with millions of users and mission-critical availability requirements.

Target Salary Range
$112,000 - $179,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
