Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 30,000 building and site plan submissions, issuing nearly 70,000 building permits, and conducting over 220,000 building and site inspections each year. Under the direction of the Director of the Permitting and Code Administration Division (PACA), provides programmatic guidance, leadership and oversight to a large group of code professionals, related paraprofessionals, and administrative positions that fulfill key functions in the administration, development and enforcement of legislation, codes and ordinances as they apply to land development and building construction. Serves as a member of the department s senior leadership team with responsibilities for department-wide administration, policy, operational efficiencies and customer support strategies. Establishes vision, goals, objectives and operational priorities for each organization or function within the division and promotes their attainment. Oversees customer service functions, ensuring that the customers experience is effective and efficient. Champions ongoing process improvements through the analysis of process metrics and key performance indicators. Works with internal and external stakeholders to identify and implement strategic initiatives, priorities, and system enhancements. Provides consultation on strategic planning, organizational development and customer experience enhancement projects.

Directs and manages long-term, large-scale, high-priority, sensitive programs and projects that are multi-disciplinary and involve multiple agencies. Interfaces with other LDS departments such as IT, Building Division, Operations, Site Development and Inspections Division and Finance, for seamless collaboration. Supports the improvement of resources and operations for all management support for multiple business areas within LDS-PACA. Works closely with LDS senior leadership on cross-system strategic financial planning, metrics and performance measures. Evaluates existing land development-related services provided by county agencies and how they function and integrate within the land development review and permit issuance process. Complies with county, LDS and job specific training requirements, including but not limited to emergency management and safety related courses. Continually seeks to expand knowledge through training, mentoring, self-study, or other methods of continuous learning. Clearly communicates safety expectations to employees within work unit. Resolves safety-related matters in a timely manner. Assist with recruitment, onboarding and offboarding. In all endeavors, delivers high level of customer service to applicants and their representatives, applying an equity lens in all daily work, to ensure equitable access and support is offered and promoted. Complies with LDS's safety program and guidelines. Perform other related duties to meet the ongoing business needs of the organization

This position is not intended to be all-inclusive. The employee may perform other related duties to meet the ongoing business needs of the organization, including supervising and evaluating a team of professionals responsible for administering, developing, enforcing, and improving land development processes, programs, and related functions.

Manages and supervises by directing and prioritizing work assignments to ensure that projects and initiatives related to process improvements, future enhancements, and the operational needs of the agency are met; evaluates staff performance on an ongoing, interactive basis and completes required performance evaluations; and organizes and participates in the interview and selection of new staff.

Note: The assigned functional areas of the position are small team supervision, process and programmatic improvement coordination, customer service and communication strategy, land development systems and stakeholder liaison, strategic leadership and operational oversight, and multi-agency program and project management.


Required Knowledge Skills and Abilities

  • Extensive knowledge of the principles, practices, and techniques relating to the functional area of business operation;
  • Extensive knowledge of statutory and regulatory requirements governing application of program funding, execution of program activities, and achievement of program outcomes;
  • Knowledge of the legislative and executive decision making processes;
  • Knowledge of the project management life cycle and its supporting phases;
  • Ability to identify organizational problems, evaluate possible solutions, and select and implement the most advantageous course of action;
  • Ability to identify and determine appropriate methods for gathering data;
  • Ability to make oral presentations to department management, other departments, or the public;
  • Ability to write detailed, accurate reports, grants, or solicitations for pertinent areas of administration;
  • Ability to manage professional and paraprofessional employees including coaching, counseling, training, and evaluation.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in fields related to the assigned functional areas; plus five years of professional work experience within more than one of the assigned functional areas.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

This position is designated as emergency essential personnel and may be required to respond during inclement weather or emergency situations.

PREFERRED QUALIFICATIONS:

  • Five (5) or more years of progressively responsible experience working directly with customers, stakeholders, local boards or commissions, and/or elected officials in a land development, permitting, zoning, or related regulatory environment.
  • Five (5) or more years of experience in a senior program or operational leadership role within a permitting, land development, or code administration organization, including oversight of complex, multi-disciplinary initiatives.
  • Five (5) or more years of experience supervising professional staff.
  • Demonstrated ability to manage multiple high-priority projects or programs simultaneously, with strong attention to detail, accountability, and a customer service orientation.
  • Strong understanding of local government permitting systems, land development review processes, and interagency coordination models.
  • Experience analyzing operational performance metrics and implementing process improvements to enhance efficiency, customer service delivery, and organizational effectiveness.
  • Demonstrated ability to lead or coordinate cross-functional teams and collaborate effectively with internal departments, external agencies, and diverse stakeholders to achieve shared objectives.

PHYSICAL REQUIREMENTS:
Ability to operate computer driven equipment. Position requires incumbent to be mobile with periods requiring sedentary tasks. All duties performed with or without reasonable accommodations.
