Job Announcement

This position coordinates, directs, and manages the department's promotional examination processes for sworn personnel. Responsibilities include determining eligibility of candidates, process announcements, solicitating subject matter experts and assessors, securing test sites, and making travel arrangements. Interacts with county's Department of Human Resources and assists with workgroup development of promotional processes. Also assists with various personnel related issues, such as pay for performance, diversity plan, compensation, dual incumbency, acting capacity promotions, and requisitions. Utilizes county and departmental information systems to track and monitor attrition rates and forecast upcoming eligible lists. Oversees the mentoring program to include training and developing mentors for sworn and civilian employees.

Provides managers with guidance on employment, employee relations and other HR issues;
Makes recommendations and revisions to departmental HR policies & procedures;
Gathers, tracks and analyzes HR metrics, reports, and plans;
Manages on-boarding, exit interviews, and other HR-related departmental programs;
May supervise clerical and/or paraprofessional personnel in HR-related matters.

Required Knowledge Skills and Abilities

Knowledge of human resources administration and management principles and practices;
Ability to perform a variety of increasingly complex work in human resources;
Ability to communicate effectively orally and in writing;
Ability to use word processing, spreadsheet, and presentation software to prepare documents and store, manipulate, analyze and present information;
Ability to train and supervise staff.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four year college or university with a bachelor's degree in human resource management, public administration, or a related field; plus two years of professional-level human resources experience.

CERTIFICATES AND LICENSES REQUIRED:
Valid Driver's License (Required at the time of application)

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position will be required to complete the following to the satisfaction of the employer:

  • Criminal Background Investigation
  • Credit Check
  • Driving Record Check
PREFERRED QUALIFICATIONS:
  • Experience conducting job analysis, training and development.
  • Experience conducting employment testing processes.
  • Experience working with a public safety organization.
PHYSICAL REQUIREMENTS:
  • Work requires the ability to operate keyboard driven equipment and to sit for long periods.
  • Employment contingent on completion of background investigation and employee subject to random drug testing.
  • All duties performed with or without reasonable accommodations.

SELECTION PROCEDURE:
Panel interview and may include a practical exercise.
