Location: Livermmore, California Title: Senior Recruiter Schedule (FT/PT): Temporary Part Time Travel Required: No Government Clearance: Ability to Obtain North Wind Services is a high performing, low risk firm with the experience and qualifications to successfully manage and execute a wide range of technical services, including environmental investigation and restoration, construction, demolition, radioactive and hazardous waste management, public communication and involvement, information management, health and safety/industrial hygiene and emergency response/HAZMAT services. POSITION PURPOSE: The Senior Recruiter will be responsible for overseeing the recruiting process, including sourcing, interviewing, scheduling, and extending offers. The successful candidate will be required to pass various on-site training modules to pursue work assignments. This role demands a proactive problem-solver and relationship-builder with a high degree of autonomy and a commitment to delivering a positive candidate experience. ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Execute end-to-end recruitment from job opening approval through candidate acceptance locally and nationwide.
- Partner closely with hiring managers to understand business needs and staffing priorities.
- Develop and execute effective sourcing strategies in collaboration with recruiters and hiring managers.
- Develop and implement proactive talent sourcing strategies using platforms such as Indeed.com, LinkedIn Recruiter, to ensure we are getting in front of the top candidates that are passive.
- Perform all aspects of recruiting ranging from identifying needs, sourcing talent, networking, interviewing, and delivering exceptional candidate experience throughout all stages of the hiring process.
- Source, engage, and assess talent across professional, technical, IT, facilities, trades, and administrative roles.
- Guide candidates through the hiring journey to include conducting comprehensive screenings and verbal assessments to evaluate candidates' qualifications, skills, and overall fit.
- Prepare and submit qualified candidates to the client/hiring manager for review.
- Maintains accurate and well-ordered documentation on all candidates, searches, and other recruiting activities within the Applicant Tracking System to ensure legal compliance with staffing practices and processes, specifically OFCCP compliance for federal contractors.
- Coordinate interviews, onboarding activities, badging, and other hiring logistics.
- Actively manages communication with candidates, client/hiring manager, the human resources department team, and Talent Acquisition Manager, etc.
- Review and modify job descriptions and job postings as needed.
- Apply company policies and procedures, including federal and state laws regarding employment practices.

MINIMUM QUALIFICATIONS:
Education and Experience:
- Bachelor degree in business, human resources, or related field, and at least eight (8) or more years of fullcycle recruiting experience in a highvolume environment, OR a combination of related education, experience, and training.
- Experience managing multiple concurrent projects and meeting deadlines in a rapidly changing environment with changing priorities.
- Strong track record of recruiting across diverse functions, with emphasis on technical, engineering, and software development roles.
- Demonstrated knowledge and application of employment laws.
Skills and Abilities:
- Understanding of OFCCP guidelines and demonstrated knowledge of other applicable employment laws
- Ability to work as an individual contributor/team player and to keep informed of developments in employment practices
- Excellent skills with applicant tracking systems and technology for sourcing candidates
- Excellent leadership, communication, and organizational skills and the ability to work with all types of people at a variety of levels
- Demonstrated ability to exercise sound judgment in evaluating situations and assessing for effective decision-making
- Demonstrated ability to lead teams of other staff on recruitment projects
- Ability to mentor, train, and grow more junior staff

- Excellent skills in Microsoft Office such as proficiency in MS Word and Excel
Special Requirements:
- Valid California driver's license required for candidate escorting (if onsite in California).
- Ability to pass pre-employment background check
- Ability to pass pre-employment drug screen.
- Ability to pass U.S. Government employment background check and acquire U.S. Government Personal Identity Verification (PIV) credential card (if required).
PREFERRED QUALIFICATIONS:
- Experience recruiting for DoE working environment/roles.
- Combined agency and corporate recruiting experience, especially for specialized or niche positions.
- Knowledge of Service Contract Labor Standards requirements.
- Experience participating in career fairs, hiring events, and community outreach initiatives.
PHYSICAL DEMANDS: While performing the duties of this job, the employee will be sitting for long periods of time but will also be required to stand, walk, and communicate with others.
WORKING ENVIRONMENT: Work to be performed indoors in an office environment.
