Overview:
Leads the design, governance, and continuous improvement of IT PMO processes to ensure disciplined, transparent, and predictable portfolio delivery. Owns enterprise PMO standards including intake, prioritization, portfolio planning, capacity management, reporting, and execution oversight. Partners with IT and business leadership to drive delivery maturity, strengthen decision discipline, and ensure alignment with strategic priorities. Accountable for measurable portfolio performance, governance integrity, and resource transparency across the IT organization. Serves as the enterprise PMO authority, maintaining governance frameworks, intake controls, reporting standards, and capacity visibility, while execution accountability remains with designated delivery leaders.
Responsibilities:
- Establishes portfolio governance thresholds, approval workflows, and escalation criteria, and portfolio-level decision frameworks
- Leads day-to-day execution and continuous refinement of IT PMO governance processes, including intake reviews, prioritization forums, stage gate reviews, and executive portfolio reporting
- Recommends portfolio investment sequencing to the CIO based on capacity, risk, and strategic alignment
- Serves as the primary PMO liaison to IT Leadership, reinforcing governance discipline, and ensuring transparency across portfolios
- Leads portfolio planning cycles, level-of-effort validation, and demand versus capacity visibility across delivery teams
- Validates realistic sequencing, interdependencies, and constraints across WBS and backlog structures
- Facilitates cross-team dependency management, sequencing alignment, and portfolio-level risk mitigation
- Ensures consistent application and compliance of delivery lifecycle standards across projects, enhancements, and hybrid workstreams
- Defines and enforces clear entry/exit criteria, definition of ready/done standards, and structured planning expectations to improve execution reliability
- Drives scope clarity, change discipline, and controlled execution to reduce mid-cycle churn and improve outcome reliability
- Leads structured planning and review sessions to ensure work is decomposed, sequenced, and risk-assessed prior to commitment
- Develops, governs, and continuously optimizes the IT PMO staffing and capacity model, including defined roles, competency frameworks, forecasting standards, and contractor engagement strategy
- Partners with IT leadership to forecast resource demand and evaluate internal vs. contractor sourcing decisions
- Ensures internal and contract resources follow established governance processes, reporting cadences, and performance expectations
- Acts as functional owner of PMO delivery tooling including intake, execution management (Azure DevOps), and portfolio reporting (Power BI), ensuring workflow automation, traceability, and data integrity
- Ensures end-to-end traceability from demand intake through execution, financial tracking, and closure
- Owns and maintains portfolio artifacts, including charters, business cases, backlogs, RAID logs, financial tracking, delivery plans, and executive dashboards
- Defines, tracks, and reports on portfolio KPIs, including committed vs. uncommitted work, planned vs. actual performance, capacity utilization, and delivery predictability
- Identifies systemic inefficiencies across intake, planning, tooling, reporting, and governance processes and leads improvement initiatives
- Maintains a prioritized backlog of PMO improvement actions and drives maturity enhancements in governance, transparency, and execution
- Monitors execution metrics, including rework trends, delivery predictability, resource utilization, and execution stability, and initiates corrective actions
- Provides leadership, performance management, succession planning, and compensation input for the PMO team
- Coaches delivery teams and IT leaders on planning discipline, estimation rigor, governance compliance, and portfolio trade-off management
- Leads onboarding and training for PMO methodology, tools, and governance standards
- Provides after-hours support as needed for critical portfolio escalations or executive reporting deadlines
- Performs additional duties as assigned by leadership
Qualifications:
- Bachelor's degree in Business, Information Systems, Computer Science, or related field, or equivalent work experience
- Typically, 10+ years of professional experience, including 5+ years leading IT PMO operations, portfolio governance, or structured delivery functions
- PMP, PMI-ACP, Lean, Prosci, or comparable certifications required
- Strong experience operating within multi-demand, resource-constrained IT environments
- Experience leading intake, prioritization, and governance processes
- Experience with ServiceNow (intake) or comparable demand management platforms
- Experience improving estimation accuracy, scope definition rigor, and reducing rework through structured planning practices
- Experience managing or contributing to a blended staffing model (core team and contractors)
- Experience presenting portfolio performance and investment trade-offs to executive leadership
- Strong understanding of projects, enhancement, and hybrid delivery lifecycles and governance controls
- Knowledge of Azure DevOps Boards or similar backlog and execution management platforms
- Knowledge of capacity planning, financial tracking, and portfolio performance reporting
- Strong facilitation, coaching, executive communication, and cross-functional coordination skills
- Strong analytical capability, KPI development, and performance data interpretation skills
- Ability to influence without direct authority and navigate competing priorities
- Ability to operationalize governance standards within delivery tooling and reporting platforms
- Ability to improve execution discipline, governance adherence, and delivery predictability across complex IT portfolios
- Travel may be required
