Job Summary

The incumbent independently conducts complex financial analysis and reconciliation of contracts and grants expenditures in excess of $5 million, ensuring adherence to sponsored award requirements, funding restrictions, and University policies. Research issues, analyze data, prepare reports, make recommendations and meet with Principal Investigators on a monthly basis. Provide accurate monthly financial reports to Principal Investigators, Chief Administrative Officer (CAO), and Research Manager. Develop budgetary forecasts for review and implement budgetary adjustments to ensure effective stewardship of funds and compliance with institutional and sponsor requirements. Provide pre-award grant administration support. Responsible for primary authorization and oversight of purchasing, invoice processing and expense reimbursements for contracts and grants per budgets. Requires a broad knowledge of OMB Uniform Guidance, University and UCDHS policies, procedures, practices and organization.

Based on qualifications, selected candidate may be hired at either Financial Contracts and Grants Analyst 2 or Financial Contracts and Grants Analyst 3.

Financial Contracts and Grants Analyst 2:

  • Bachelor's degree in related area and/or equivalent experience/training

  • Financial analysis experience including cost allocation, and forecasting, to compile financial data and present to decision makers.

  • Experience working on extramural funds, including detailed budget preparation, assistance with scopes of work, financial analysis and forecasting.

  • Knowledge in federal financial guidelines as stated in OMB Uniform Guidance for Federal awards

  • Critical thinking skills in problem solving, analyzing and interpreting data and policy and placement of issues into context.

  • Organizational skills to work with changing priorities and demanding workload and to use independent judgment to make logical decisions.

  • Computer skills to utilize various programs and software for word processing, spreadsheets, and website applications

  • Interpersonal, verbal and written communication skills to clearly and effectively interact with a diverse group of individuals to secure and/or provide information to clarify situations, resolve problems, and negotiate services and/or agreements.

  • Ability to manage multiple funds involving different accounting procedures including analysis, reconciliation, projection, fiscal closing and grant preparation.

  • Demonstrated knowledge and experience using standard accounting principles and practices.

  • Experience using Windows-based programs. Demonstrated intermediate knowledge in the use of Excel, especially pivot tables.

  • Organization skills to set work priorities with pressure of deadlines. Ability to plan, anticipate operational needs, forecast deadlines, set objectives/goals, multitask, and coordinate assignments including follow-ups.

  • Ability to represent the Department in a professional manner. Ability to effectively and efficiently work in an independent fashion in an organized and self-directed manner. Ability to readily adapt to change. Ability to analyze problems, suggest solutions, make decisions, and initiate resolutions actions for the effective management of the purchasing, accounts payable, and accounts receivable activities in the Department.

  • Ability to enhance performance through training and evaluation.

  • Ability to maintain filing systems, databases and spreadsheets. Must be able to coordinate and organize a high

  • volume of record files efficiently.

  • Ability to deal with conflict in a constructive manner and ability to work in a fast-paced environment.

Financial Contracts and Grants Analyst 3 (additional requirements to the above):

  • Proven organizational skills to work with changing priorities, pressure of deadlines, and demanding workload. To use independent judgment to make logical decisions. Ability to plan, anticipate operational needs, forecast deadlines, set objectives/goals, multitask, and coordinate assignments including follow-ups.
  • Proven critical thinking skills in problem solving complex issues, analyzing and interpreting data and policy and placement of issues into context.

Preferred Qualifications

Financial Contracts and Grants Analyst 2:

  • Intermediate knowledge of University accounting/financial/grant policies and procedures.

  • Intermediate knowledge of University policies and procedures on purchasing, travel, entertainment,

  • transfers of expenses, invoicing and collections.

  • Experience with University policy and procedures relating to personnel and payroll

  • Demonstrated ability to use and understand computer software and web-based applications to include Aggie

  • Enterprise/Oracle, UC Path, Outlook, Effort Reporting System

Financial Contracts and Grants Analyst 3:

  • Extensive knowledge of University accounting/financial/grant policies and procedures.
  • Extensive knowledge of University policies and procedures on purchasing, travel, entertainment, transfers of expenses, invoicing and collections.
  • Expertise with university policy and procedures relating to personnel and payroll
  • Proven ability to use and understand computer software and web-based applications to include Aggie Enterprise/Oracle, UC Path, Outlook, Effort Reporting System

Work Environment
