JOB ANNOUNCEMENT PRINCIPAL OPERATIONS ANALYST Department of Environment Commissioner's Office Number of Positions: 1 (Additional vacancies possible pending budget approval) Starting Salary: $82,884.00 (New hires are paid the starting rate. Current employees' pay rate is determined by their job title and years of service.) Applications for this position will be accepted until 11:59pm CDT on 5/11/2026. Under general supervision, functions as a technical expert or team leader in the design and conduct of a broad range of studies to improve operations, and performs related duties as required ESSENTIAL DUTIES * Meets with managers, senior department leadership, and stakeholders to identify operational challenges, provide recommendations and implement data-driven solutions * Leads and conducts complex operational, business process, and data analysis reviews to improve efficiency, effective service delivery, and cost savings * Develops new and evaluate existing systems and workflows for a growing City department; develops process maps, models, and analytical frameworks to assess and improve existing operations or in conjunction with new departmental work * Designs and implements internal and external data collection methods, including surveys, reporting tools, and automated systems to support analysis and decision-making * Develops, maintains, and manages databases, dashboards, and reporting tools to track performance, trends, and outcomes across programs, operations, and City sustainability and environmental priorities * Constructs and applies advanced analytical and statistical models to evaluate data and support strategic recommendations * Designs clear, accessible data visualizations and dashboards to communicate insights to leadership and support decision-making * In coordination with managers, establishes key performance indicators (KPIs), benchmarks, and performance measurement systems to monitor program effectiveness * Develops work plans, project timelines, and data strategies to guide analysis and implementation efforts * Coordinates and collaborates with cross-functional teams, including other City departments such as the Department of Technology and Innovation and external stakeholders, to access data systems and implement solutions * Provides actionable, data-driven recommendations to improve environmental processes, programs, and service delivery * Develops and presents reports, manuals, and recommendations outlining findings and proposed operational improvements * Leads or supports implementation of new processes, procedures, and systems, including automation of manual workflows * Monitors implemented changes, evaluates effectiveness, and recommends adjustments to ensure continuous improvement * Facilitates training and supports adoption of new tools, processes, and reporting systems across department teams and members of the public if a system is public facing

* Graduation from an accredited college or university with a Bachelor's degree plus three (3) years of work experience in operations analysis, project management, strategic planning, program auditing or business management consulting OR * Graduation from an accredited college or university with a Master's degree plus two (2) years of work experience in operations analysis, project management, strategic planning, program auditing or business management consulting SELECTION REQUIREMENTS This position requires applicants to complete an interview.
