Overview & Position Summary
This role oversees the planning, execution, and delivery of residential land development projects, ensuring communities are entitled, constructed, and delivered efficiently, safely, and in alignment with organizational goals. Working with limited supervision, the position applies broad technical expertise across engineering, permitting, construction, and project management to address complex development challenges and maintain schedule and budget integrity. The role partners closely with consultants, contractors, regulatory agencies, and internal teams to advance projects from feasibility and entitlement through construction completion.

Primary Responsibilities
* Manage all phases of assigned land development projects from feasibility and entitlement through construction completion, bond release, and community turnover.
* Coordinate and direct the work of civil engineers, planners, surveyors, environmental consultants, contractors, and utility providers to ensure compliance with approved plans, municipal requirements, and safety standards.
* Review and analyze engineering plans, grading designs, plats, and construction documents to evaluate constructability, cost implications, schedule impacts, and development risk.
* Oversee entitlement, permitting, and approval processes by coordinating with municipalities, regulatory agencies, and utility providers to secure timely authorizations and inspections.
* Schedule and monitor infrastructure installation activities, including wet and dry utilities, streets, drainage, and common area improvements, ensuring progress aligns with project schedules.
* Conduct regular jobsite visits to monitor construction progress, verify quality, identify field issues, and collaborate with contractors on timely, cost-effective resolutions.
* Manage development budgets, forecasts, invoices, pay applications, and change orders, ensuring accurate fiscal tracking and reporting throughout the project lifecycle.
* Support bidding, contractor selection, negotiation, and administration of development-related contracts in alignment with company standards.
* Serve as the primary liaison with public agencies, municipalities, and utility providers to resolve jurisdictional issues and secure final acceptances, reimbursements, and bond releases.
* Coordinate closely with Construction, Land Acquisition, Accounting, and other internal teams to ensure development readiness, smooth handoffs, and accurate project status communication.

Education & Experience
Required:
* Bachelor's degree in engineering, construction management, planning, or a related field.

* Minimum of 5 years of relevant experience in land development, civil engineering, or construction management; or 9-11 years of equivalent experience.

Preferred:
*Experience overseeing multiple concurrent residential development projects in the homebuilding industry.
*Familiarity with regional permitting, environmental review, and municipal infrastructure processes.
Skills & Competencies
*Broad knowledge of land development practices, engineering principles, and infrastructure construction.
*Strong ability to interpret engineering plans, technical specifications, grading designs, and environmental or geotechnical reports.
*Advanced problem-solving abilities to address complex field challenges with limited supervision.
*Skilled in budgeting, forecasting, schedule management, and contract administration.
*Effective communication and interpersonal skills for influencing internal stakeholders and external partners.
*Ability to manage consultants, contractors, and trade partners to ensure performance, quality, and compliance.
*High level of organization and time-management to coordinate multiple projects simultaneously.
Proficiency with project management software, Excel, scheduling tools, and engineering-related applications.
*Strong decision-making skills grounded in experience, analysis, and sound judgment.

Working Conditions
Work occurs in both office and field environments. Fieldwork involves exposure to outdoor conditions, uneven terrain, noise, and active construction sites. Travel to job sites, municipal offices, consultant meetings, and other locations is required.

Physical Requirements
*Ability to sit or stand for extended periods during project meetings or office work.
*Ability to lift and carry plans, equipment, or materials up to 25 pounds.
*Ability to walk construction sites, uneven ground, and varying terrain.
*Ability to operate standard office equipment and perform computer-based tasks.
