Proposal Manager (SLED/CIV) Washington, DC, (remote/east coast) Pay From: $95 ,000 per year MUST: Experienced Proposal Manager 4+ years of proposal management experience including coordination, writing, editing, and productions Experience supporting Technical Proposal efforts for State and Local Education Government (SLED) as well as Fed/CIV contracts Have a clear history of building excellent proposal submissions and winning new business Experience working with IT / Application Development company strongly desired Well versed in government contracting industry in both the prime and subcontractor role Ability to both support large effort proposals and manage other smaller proposal efforts with teaming partners from 'soup to nuts' Strong/Superior proposal writing capabilities Ability to conduct full proposal lifecycle activities, kickoffs, assignments, schedules, color reviews, and lessons learned Working knowledge of the Federal Acquisition Regulation (FAR) and its application to proposals, specifically compliance highly desired Proficient in Microsoft Office Suite, and SharePoint Experience using Adobe and Desktop Publisher Strong communication skills both written and verbal High attention to detail APMP or Shipley Training and certification are a plus Very organized and able to handle multiple projects and deadlines at once Bachelor's Degree in relevant field English, Coms or business preferred DUTIES: The ideal team member will be responsible for overseeing and managing their assigned Proposal projects, working as a member of a small and efficient team, this candidate will be accountable for shepherding the proposal process for multiple RFIs and RFPs simultaneously Develop proposal schedules, outlines, and compliance matrices Coordinate and schedule proposal kick-off meetings, status meetings, and reviews The successful candidate will have demonstrated success supporting multiple pursuits of opportunities in the $30-$200 million range and a thorough understanding of the federal procurement process in both the Defense and Civilian sector markets Lead and/or facilitate the kick-off meeting and engage all parties for all color reviews Draft and edit compliant templates and documents in response to RFIs, RFPs, sources sought, white papers, requests for capabilities statements, etc. (must be able to refine content provided by section authors as needed) Lead non-traditional proposals such as oral presentations and technical challenges Lead the proposal process from pre-RFP to submission (proposal schedules, outlines, compliance matrices, etc.) and develop compliant, competitive, and compelling proposals through effective collaboration with internal staff, external partners/teammates, consultants, and supporting vendors Perform detailed analysis of RFI/RFQ/RFP requirements and actively collaborate with writers on all proposal content by utilizing the proposal library conducting and conducting subject matter expert (SME) interviews as needed Work closely with Marketing and Design teams to ensure singular messaging and tone in proposal efforts and that they meet and express the company's core beliefs and mission Work with SMEs to build out content repositories to create efficiencies in proposal development Document proposal debriefs, conduct proposal lessons learned, and implement actions to improve process efficiency and content improvement Conduct compliance checks, facilitate proposal reviews, and provide related process training and guidance to proposal teams Quadrant is an affirmative action/equal opportunity employer.
