Short Description

Deputy General Counsel & Chief Privacy Officer (DGC/CPO) shall report to and work under the direction of Senior Vice President & General Counsel as both a senior lawyer within the Legal Department and the Chief Privacy Officer for the entire system.

As Deputy General Counsel, this position requires the attorney to work independently and address a broad range of issues within the health system as required and requested, including without limitation, health law, corporate, regulatory, real estate, patient care, human resources and employment and other related business matters.

In addition, the DGC/CPO shall, as Chief Privacy Officer, have primary responsibility for developing, managing, monitoring, and overseeing the system's enterprise privacy program and to oversee team members responsible for the privacy function. Core duties and responsibilities include:

  • HIPAA Compliance Leadership
    • Including State and other applicable and related laws and regulations
  • Governance and Executive Oversight
  • Development and management of the Privacy Program
  • Privacy Training and Education
  • Breach Investigation and Reporting
  • Collaboration with Information Security
  • Regulatory Monitoring and Updates
  • Patient Rights and Advocacy
  • Vendor and Business Associate Oversight

The DGC/CPO is a senior leader who oversees patient privacy, HIPAA compliance, and data protection strategies. This role requires extensive regulatory expertise, operational leadership, interdisciplinary coordination, and a commitment to protecting patient rights and institutional integrity


Experience Required

  • Fifteen or more years' experience as an attorney is required. Experience at a law firm or with the government preferred.
  • Knowledge and understanding of healthcare laws and regulations, such as Stark, Anti-kickback Statute, and False Claims Act, preferred.
  • Knowledge and understanding of privacy and security laws and regulations, such as HIPAA and HITECH, as well as federal and state-specific privacy laws, required.
  • Senior management and leadership experience required.

A demonstrated ability to systematically:

  • Research a variety of statutes, regulations, case law, and other legal authorities.
  • Professionally and thoroughly investigate various types of factual situations.
  • Apply relevant legal authorities to a given factual situation.
  • Develop sound and practical legal conclusions about a client's obligations or opportunities in each factual situation.
  • Present those conclusions to other attorneys and client representatives in an organized, systematic, and professional manner.
  • A demonstrated ability and desire to work in a team-oriented collaborative environment
  • A demonstrated proficiency in modern legal office skills, including the use of Microsoft 365, the Internet, and Westlaw

Education Requirements

  • Bachelor's Degree and Juris Doctor required.

License/Certification Requirements

  • Required License/Certifications/ Registration: Must possess a valid NJ driver's license.
  • Active bar admission in good standing and eligible for New Jersey licensure (unrestricted license preferred). Admission to the New Jersey Bar required within one year of employment.
Hourly Rate Min $129.81
Hourly Rate Max $161.06


The New Jersey Pay Transparency Act requires disclosure of the pay range for this position.

A salary offer will vary based on the job role, candidate experience, qualifications, internal pay equity and market data.
