Job Description

Kearney and Company is seeking an Air Force Financial Management Policy Senior Analyst to provide analytical and coordination support for Department of the Air Force (DAF) financial management policy oversight and development efforts. The senior analyst assists in researching, drafting, reviewing, and coordinating FM policy to ensure alignment with DoD guidance, federal statutes, OMB circulars, and other governing authorities. This position works under the direction of senior policy staff and contributes to compliance monitoring, audit support, and policy process improvement initiatives. Responsibilities include but not limited to:

  • Research legislation, DoD issuances, OMB guidance, and other regulatory updates impacting Air Force FM.
  • Assist in drafting and revising Air Force FM policy documents, memoranda, and implementation guidance.
  • Support development of policy crosswalks and background analyses.
  • Review FM policies for consistency and compliance with governing regulations.
  • Maintain compliance tracking tools, action item logs, and supporting documentation.
  • Assist with audit readiness efforts, including tracking corrective actions related to FM policy findings.
  • Support coordination with Headquarters Air Force, MAJCOMs, FOAs, DRUs, and other stakeholders.
  • Track taskers and suspense dates to ensure timely responses.
  • Assist in identifying policy gaps or redundancies and recommending improvements.
  • Support development of standard operating procedures (SOPs) for policy management processes.
  • Maintain shared repositories and document management systems.

Qualifications

  • Minimum 3 years of relevant experience in DoD or federal financial management or related policy support
  • Working knowledge of DoD Financial Management Regulation (FMR), OMB circulars, and federal appropriations law concepts
  • Experience supporting audits, compliance activities, or internal controls
  • Experience drafting, reviewing, and approving financial management policy at the headquarters or enterprise level
  • Strong writing, research, and analytical skills
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Teams/SharePoint)
  • Ability to obtain a U.S. secret level security clearance (requires US Citizenship)

Preferred Qualifications

  • Bachelor's degree
  • Experience working in regulated or audited financial environments
  • Experience working in regulated or audited financial environments
  • Experience supporting Air Force or other DoD headquarters-level organizations, or other federal agency environments
  • Familiarity with Air Force policy issuance and coordination processes
  • Experience with internal control frameworks such as OMB A-123

The expected salary range for this position is between $69,000 and $105,000. This range is representative of base pay only and does not include straight time pay for hours worked over 40 per week, company contributions towards paid benefits, and/or bonuses. Actual compensation (meeting or exceeding the range) will be determined based on specific experience, education, work location, clearance level, and other factors permitted by law. This position is eligible for bonuses (when applicable).
