General Description
The Program Project Coordinator Senior position is responsible for the design, development, and facilitation of high-impact learning solutions. This role bridges the gap between complex technical data and employee adoption by creating end-to-end learning experiences tailored to enhance workforce engagement. You will manage the full lifecycle of eLearning modules, job aids, and blended training tools, ensuring every instructional asset-from interactive simulations to quick-reference checklists-is accessible, accurate, and outcome-oriented.

The ideal candidate must demonstrate:
* Instructional Design Expertise: Proficiency in leading the full training development lifecycle (ADDIE or SAM) to create engaging eLearning, instructor-led materials, and performance support tools.

* eLearning Expertise: Expert-level experience with SCORM-compliant authoring tools (Articulate Storyline/Rise or Adobe Captivate) and the ability to quickly master new software applications.

* Visual Communication: Proficiency in designing and incorporating high-quality graphic elements, diagrams, and visual aids to simplify complex information and ensure a professional, cohesive look across all learning assets.

* Technical Content Translation: Experience in collaborating with Subject Matter Experts (SMEs) to translate complex technical information into actionable content for non-technical audiences.

* Dynamic Facilitation: Experience delivering training across multiple formats, including in-person workshops, virtual webinars (MS Teams/Zoom), and one-on-one coaching.

* Compliance & Accessibility: Knowledge of ADA documentation requirements and a proven ability to ensure all digital content is WCAG 2.1 compliant.

* Innovation & Problem Solving: Experience integrating AI tools to enhance learning experiences and utilizing strong problem-solving skills to overcome instructional design challenges.

* Project Leadership: The ability to work independently and manage multiple large-scale projects simultaneously, ensuring they align with organizational goals and meet strict deadlines.

* Quality Control: Strong organizational skills with a high level of attention to detail and a commitment to maintaining composure under pressure.

* Communication: Excellent verbal, written, and interpersonal communication abilities, specifically the capacity to present to leadership and author grammatically flawless content.

* Platform Knowledge: Previous experience with the Skillsoft Percipio online learning platform is highly preferred.
Minimum Education and Experience Requirements

Requires a Bachelor's degree from an accredited college or university with major coursework in business or public administration or closely related field.

(One year of relevant experience may be substituted for each year of required education.)

Requires four (4) years of experience in a staff or administrative capacity managing special projects, programs or business operations appropriate to the area of assignment or closely related experience.

Special Certifications and Licenses

Possess and maintain a valid Florida Class E Driver's License based on area of assignment.

Preferences
-Experience creating eLearning tutorials using Articulate Storyline/Rise or Adobe Captivate SCRORM-compliant software.
-Experience working and supporting Peoplesoft HR and ELM Modules versions 9.2 or higher.
-Expereince with Kronos Workforce Central and/or UKG Pro Workforce application.
-Experience working with American with Disability Act (ADA) documents to ensure compliant with WCAG 2.1 standards.
-Experience with Skillsoft Percipio online learning platform.
-Proficient in Microsoft Outlook, Word, Excel, Teams, Copilot and PowerPoint.
-Experience integrating AI tools and technologies to enhance learning experiences and improve instructional design processes.

SCOPE OF WORK

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Plans, develops, authorizes, implements, supervises and evaluates programs/projects, activities and services on a large scale with County-wide impact; prepares reports, analyzes and interprets data.

Coordinates and manages all aspects of a program or project which has operational responsibility of a major scope, a large-sized budget and provides a critical County service.

Assists Director and Agency Leadership by researching issues, creating memorandums, policies, procedures, reports, etc. and monitors/advises on staff compliance with policy and procedures.

Conducts special research in conjunction with a project/program, analyzes data, and makes recommendations based upon research.

Identifies and understands agency/business needs, contractual business requirements, and regulations governing local, state and other requirements, confidentiality obligations, warranties, liabilities, indemnification, termination clauses, breach, and remedies.

Communicates business risks to project manager, senior/executive management, and approving authority for assessment and approval, while focusing on comprehending client-agencies'needs and business processes.

Coordinates with state and local agency partners on projects and programs, community outreach, media relations and regional and various services; may assist with press releases and responses to media.

Advises and assists the Department and Division Directors on all operational and technical matters related to the section(s) or function(s) assigned.

Defines agency goals and objectives, develops and recommends policies and operating procedures.

Administers internal/external communications and public outreach activities for Division; manages and coordinates outreach efforts with other County divisions as well as other local and state governments, and partnering agencies.

Prepares Commission agendas, including editing, posting and planning.

Provides assistance and training of agency staff and contracted services providers. May oversee the Agency's training program; schedules and/or delivers training and outreach opportunities for employees and the vendor community respectively.

Plans, organizes and implements a compliance and monitoring program, conducts contract central audits, field documentation reviews, investigations or management studies.

Plans, directs and supervises the activities of staff.

Performs related work as assigned.
