Summary

Balfour Beatty is seeking a Senior Payroll Compliance Analyst to join our team in Dallas, TX. The Senior Payroll Compliance Analyst will provide support for all payroll and payroll tax compliance related activities, accurately process payroll tax deposits and returns utilizing a third party provider and maintain agency registration and system configuration for payroll taxes. This individual will also complete payroll accounting processes, complete assigned regulatory reporting and ad hoc reporting requests and use analytical and technical applications to enhance processes, while ensuring compliance with Federal, State, and Local regulations as well as Company policies, procedures, and internal controls.


Essential Functions

  • Review, balance, and transmit all federal, state, and local tax deposits to Dayforce each Tuesday and Thursday. Complete associated journal entries for these deposits ensuring that all tax related general ledger accounts are balanced and reconciled. The entire process is to be completed by 3:00 PM CST.
  • Provide research and guidance to ensure proper taxation of employees. Review and resolve any employee tax set up issues. Complete tax corrections, tax refunds, and corrected W2s as necessary.
  • Review and code tax-related invoices.
  • Complete all federal, state, and local tax payments and returns not supported by Dayforce.
  • Reconcile and process all federal, state, and local quarterly and year-end tax filings including W2 preparation and distribution.
  • Complete all amended returns required on a quarterly basis.
  • Research and resolve all tax notices/refunds maintaining organized electronic files and detailed log. Review unresolved tax notices/refunds with Director monthly
  • Apply for and maintain all federal, state, and local payroll tax accounts with both the applicable tax authority and Dayforce. Complete all processes for company vehicle and fuel imputed income true up.
  • Complete all processes for equity shares taxation and payment.
  • Maintain workers compensation accrual rates in JD Edwards.
  • Maintain JD Edwards and Dayforce tax account number and tax rates.
  • Reconcile all payroll related balance sheet accounts quarterly.
  • Complete all journal entries as required ensuring that transactions are properly recorded.
  • Complete and distribute assigned reports timely. Ensure information contained within reports is accurate.
  • Maintain high level of user knowledge for all payroll software applications to be designated as a "super user". Provide subject matter expertise to support payroll tax setup within payroll software application
  • Write and/or obtain documentation for all payroll processes and payroll tax processes and maintain necessary updates.
  • Identify key payroll related compliance violations, communicate those issues, and suggest/implement plans for redefining necessary processes.
  • Identify non-efficiency issues within the department and/or company-wide payroll network and suggest/implement plans for improvement.
  • Respond to all requests for information within four (4) business days of receipt. If a request cannot be completed within four (4) business days, work with the customer to determine a mutually acceptable date for report completion.
  • Effectively manage initiatives, projects, and subordinates. Ensure that processes, procedures, service delivery and records management are uniform, consistent, and efficient.

Working Conditions

Majority of work is completed in an office setting with intermittent sitting, standing and walking. Periodic travel required.


Education, Experience, and Knowledge

  • High school diploma or equivalent; bachelor's degree in accounting or related field preferred
  • A minimum of five (5) years of multi-state payroll tax processing experience with a mid-size company of 1,000 to 5,000 employees
  • A minimum of two (2) years of general accounting experience preferred
  • Strong knowledge Federal and multi-state taxation
  • Strong knowledge payroll tax work processes and best practices
  • Advanced Excel skills preferred
  • Dayforce experience preferred
  • JD Edwards experience a plus
  • Strong computer skills in word processing and spreadsheet software. Demonstrates proficiency using a personal computer (PC), company communication tools (e.g. email, internet), and Microsoft products (e.g., Word, Excel, Outlook)
  • Certified Payroll Professional (CPP) preferred
  • Ability to meet strict daily, weekly, monthly, and quarterly deadlines
  • Excellent problem solving and analytical skills
  • Strong verbal and written communication skills
  • Excellent multi-tasking capabilities while maintaining organization and meticulous attention to detail
  • Ability to maintain confidentiality at all times
  • Excellent customer service skills
