JOB SUMMARY
Responsible for on-site project cost control activities, including budget setup and maintenance, commitment and change management support, cost forecasting, progress measurement coordination, and timely cost reporting. Partners with the Project Manager, Superintendent, procurement, and accounting to ensure costs are accurately captured, coded, and reconciled so the project team can make informed decisions and maintain contractual and internal cost compliance.

MINIMUM QUALIFICATIONS




  • High school diploma or GED required.



KEY SKILLS & COMPETENCIES




  • Experience with commitments, invoicing, change management, and cost forecasting.
  • Strong understanding of construction cost control fundamentals (budgets, commitments, actuals, accruals, forecasting, and variance analysis).
  • Ability to read and interpret contracts, scope documents, drawings, and specifications to support cost coding and change evaluation.
  • Proficiency with spreadsheets and reporting (Excel) and familiarity with project management/accounting systems (ERP, job cost, procurement).
  • High attention to detail, documentation discipline, and strong analytical/problem-solving skills.
  • Requires strong project management skills, analytical and negotiations skills
  • Excellent written and oral communication skills to coordinate with field supervision, subcontractors, suppliers, and accounting.
  • Must have the ability to manage multiple priorities and meet reporting deadlines in a fast-paced project environment.



OTHER REQUIREMENTS




  • Required to maintain a valid driver's license and ability to travel to and between project sites, as needed.
  • Due to the need for unescorted access to security sensitive business locations and/or systems, must submit to periodic background checks.

PREFERRED QUALIFICATIONS


  • Associate or bachelor's degree in construction management, Engineering, Accounting, Finance, or related field preferred; degree not required if candidate has verifiable, equivalent experience.
  • Experience supporting client/owner reporting requirements, earned value concepts, and/or audit/claims support.
  • Ability to work on an active construction site and comply with all safety requirements, including wearing required PPE.
  • Ability to maintain confidentiality of project financial information.
  • Experience in the construction industry.



JOB RESPOSABILITIES



  • Establish and maintain project cost structure (WBS/cost codes), cost reports, and controls in accordance with contract requirements and company procedures.
  • Create, track, and reconcile commitments (subcontracts, purchase orders, work orders, rentals) and verify alignment to approved scope, cost codes, and budgets.
  • Support procurement and field teams by reviewing quote comparisons, ensuring proper documentation, and confirming that required approvals are obtained prior to award.
  • Maintain cost-to-date records by verifying invoices, timecards, equipment charges, and material receipts for accuracy, coding, and adherence to contract terms.
  • Coordinate with field supervision to validate installed quantities and percentage complete for labor, equipment, and subcontract work (progress measurement).
  • Develop and maintain monthly cost forecasts (EAC/ETC) by analyzing trends, productivity, commitments, remaining quantities, and change impacts; communicate variances and drivers.
  • Track potential and approved changes (owner/client, design, and internal), including budget transfers, change order logs, contingency usage, and cost impacts.
  • Prepare and distribute routine cost reports (weekly/monthly) for project leadership, including budget vs. actual, commitments, forecast, and variance explanations.
  • Support pay applications and client billing by providing backup for quantities, progress, stored materials, and approved changes, as applicable.
  • Reconcile cost data between field systems, project controls tools, and accounting; research and resolve discrepancies promptly.
  • Maintain organized cost control documentation (contracts, change orders, backup, correspondence) to support audits, claims, and closeout.
  • Participate in cost and schedule coordination meetings; provide timely cost input to planning and work packaging decisions.
  • Support project closeout by assisting with final reconciliations, commitment closures, final quantities, and turnover of cost records.
  • Performs other tasks and special projects as assigned.
