The City of Minneapolis Public Works Department is hiring Professional Engineers in the following areas: -Transportation Engineering & Design -Traffic & Parking Services -Water Treatment & Distribution
These positions will perform a variety of technical engineering work in the preparation of plans and specifications for engineering projects, provide consultation and assistance for civil engineering-related projects, performing technical studies, and preparing reports. NOTE: Both licensed and unlicensed engineers will be considered for these positions. Applicants NOT possessing a Professional Engineering License must apply for the Engineer posting. Work Location: This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office and/or at construction sites. Job Duties and Responsibilities

Overall Job Duties and Responsibilities
- Provide project management and coordination for planning, design, and construction projects and/or repair efforts.
- Prepare contractual documents, hire, and manage the work of consultants and contractors.
- Provide engineering design work, creating plans that construction crews can follow and ensuring that designs meet Federal, State and Local guidelines.
- Coordinate with private utilities, local businesses, and residents to help meet project needs and minimize impacts.
- Negotiate and/or help develop cooperative agreements with partnering organizations, private utilities, and local businesses.
- Obtain appropriate approvals, agreements, and permits necessary for City projects and initiatives.
- Establish priorities to ensure that projects are completed on schedule and within budget.
- Work with other agencies, organizations, businesses, and City Departments on initiatives and projects as required.
- Prepare project specifications, special provisions, cost estimates and funding splits, and recommendations. Assist with the preparation of cost splits.
- Participate in the preparation and monitoring of project schedules and budgets.
- Respond to questions from City Council Members, staff, constituents, and other interested parties on various projects, plans, and issues.
- Manage, direct, develop, and supervise technicians, engineers, interns, and other staff as assigned.
- Coordinate initiatives and projects with other Public Works staff and outside partners.
- Participate as the City's technical representative at various meetings.
- Perform research, prepare reports, give presentations, and write proposals.
- Communicate and present on technical engineering issues in a way that can be understood by residents, council members, and team members. Communication may be in person or in writing.
- Manage stakeholder involvement from other Public Works divisions, City departments, other agencies, and the public.
- Perform other related duties as assigned.
Discipline specific duties and responsibilities include: Transportation Engineering & Design Job Duties and Responsibilities - Design (up to two positions)
- Oversee the delivery of design of municipal capital improvement projects
- Ensure the municipal projects are designed to federal, state and city standards and constructed according to plans and specifications.
- Administer consulting contracts and provide project management during design.
- Assist in the procurement process by preparing bid packages, special provisions, and checking for bidder responsiveness and compliance.
- Establish priorities to ensure that projects are completed on schedule and within budget.
- Supervise and monitor the work of other staff engaged in projects/initiatives to ensure compliance with existing guidelines.
- Solve problems as they arise during design and/or construction.
- Administer construction and consulting contracts and provide project management during design and/or construction.
At a minimum, at least one of the following skills are desired for the Transportation Engineering and Design Professional Engineer positions:
- It is desirable that the candidate have experience managing the delivery of capital projects.
- It is desirable for a candidate to have experience with designing municipal projects.
- It is desirable for a candidate to have knowledge in the process to deliver federally funded projects.
Transportation Engineering & Design Job Duties and Responsibilities - Engineering Materials Lab (one position)
- Oversee the Engineering Materials Laboratory including planning, budgeting, and tracking.
- Supervise and monitor the work of other staff engaged in projects/initiatives to ensure compliance with existing guidelines.
- Provide Materials Engineering expertise and recommendations on all materials placed within the Right-of-Way.
- Assist in the procurement process by preparing bid packages, special provisions, and checking for bidder responsiveness and compliance.
- Administer construction and consulting contracts and provide project management during construction of municipal capital improvement projects.
- Ensure construction projects are in compliance with federal, state and city standards and in accordance with the plans and specifications.
- Establish priorities to ensure that projects are completed on schedule and within budget.
- Solve problems as they arise during construction.
At least one of the following skills are desired for the Transportation Engineering and Design (Engineering Materials Lab) Professional Engineer position:
- It is desirable that the candidate have experience managing and overseeing the work of engineering technicians and temporary staff.
- It is desirable that the candidate has field and laboratory testing experience with different pavements, aggregates, and subsurface soils, and interpretation of results.
- It is desirable that the candidate have experience completing environmental investigations, and interpretating results.
Traffic & Parking Services Job Duties and Responsibilities (up to two positions)
- Prepare designs or assist in designs of traffic signals, streetlighting systems, and signing and striping. Familiarity with MicroStation and Autocad drafting software.
- Organize reviews of submitted project designs and compile departmental plan comments on these designs. Familiarity with Smartsheet software is a plus for organizing and tracking project reviews and comments on all submitted projects.
- Supervise preparation of as-built drawings for Traffic underground utility modifications and reconstruction.
- Assist in the development of capital project planning requests, as well as construction specifications. Prepare bid documents for outside contractors as directed.
At a minimum, at least one of the following skills are desired for the Traffic and Parking Services Professional Engineer positions:
- It is desirable that the candidate have experience managing and overseeing the work of other engineering technicians, electricians and permit and temporary staff and paraprofessional staff.
- It is desirable that the candidate have experience with managing municipal capital projects including some experience with County/State/and Federal projects.
- It is desirable that the candidate have experience contracting, managing, and documenting work by private contractors working on traffic related construction projects. This includes following all guidelines and policies for funding reimbursements for these projects.
- It is desirable that the candidate have experience collaborating with internal and external divisions, agencies, and utilities for the successful delivery of complex public infrastructure projects.
Water Treatment and Distribution Services Job Duties and Responsibilities (up to two positions)
- Review proposed paving plans and provide input and guidance as it relates to potential impacts to water utility infrastructure.
- Manage the delivery of municipal utility engineering, project management, and design.
The following skills are desired for the Water Treatment & Distribution Services positions:
- It is desirable that the candidate have experience with water, pipe and pump hydraulic calculations.
- It is desirable that the candidate have experience with the planning, design, and construction of pipelines through areas with conflicting buried utilities and surface facilities.
- It is desirable that the candidate have experience with surface restoration, including bituminous paving, concrete paving, turf, parkland and yards.
- It is desirable that the candidate have experience with protection of existing aesthetic environments, protection of trees, and designs to minimize visual impacts of new infrastructure.
- It is desirable that the candidate have experience with neighborhood engagement and cooperation.
- Fundamental knowledge and application of Federal and State laws, regulations and standards applying to public water supply systems, drinking water quality and construction site storm water quality protection.
- Ability to manage, at the same time, many projects related to water treatment process, facilities management, paving, traffic, surface waters and sewers as well as various other partner agency projects all at various stages of preliminary design, construction design, construction and project close out.
- Ability to communicate on a regular basis with others regarding procurement of materials, hiring of consultants, reviewing and planning of projects, investigations of issues and the status of all projects.
Working Conditions: Office and field work. Field work may include exposure to all weather conditions; exposure to outdoor elements such as noise, dust, gases, fumes, and chemicals; exposure to high traffic areas; exposure to rough, uneven surfaces; and/or other types of conditions that may be found in a construction environment. Some positions require working some nonstandard work hours and attending evening meetings with the public.

Required Qualifications

Minimum Qualifications: Bachelor's degree in engineering from an accredited engineering program. Minimum Experience: Four (4) years of engineering related experience. Licenses/Certifications:
- Applicant must possess a Professional Engineering License, and as a condition of continued employment, registration as a Professional Engineer in the State of Minnesota is required within six (6) months of hire.
- Possess and continue to maintain a valid Driver's License.
*Candidates that do not have a Professional Engineer License will be rejected but should consider applying for the Engineer posting. Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process. Background Check The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants maybe required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position. Drug and Alcohol Testing All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position. Union Representation This position is represented by a collective bargaining agreement between the City of Minneapolis and the Public Works Engineers Unit (CEN). This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire upon hire. Interview Selection The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.
