Education and Experience: Possession of a bachelor's degree from an accredited college or university and experience equivalent to four years of full-time professional educational, instructional or supervisory/administrative work.
Substitution of Graduate Education for Experience: Graduate coursework from an accredited college or university may be substituted for the required experience, on a year-for-year basis, to a maximum of two years.
OR
One year of experience as an Education Consultant 1 or School Nutrition Consultant with the State of Tennessee.

Examination Method: Education and Experience, 100%, for Preferred Service positions. For Executive Service positions, Minimum Qualifications, Necessary Special Qualifications, and Examination Method are determined by the appointing authority.
Overview The Regional Licensure Consultant works with the Division of Educator Licensure team to ensure that school districts across the state are supported in their understanding of laws, rules, policies, and procedures pertaining to educator licensure, with a particular focus on targeted support in their region of assignment. This support is accomplished through the provision of district training (primarily for personnel with an HR role) on laws, rules, policies, procedures, and use of the TNCompass application. The Regional Consultant is also responsible for effective and efficient processing of licensure applications, as needed, as well as ensuring timely and accurate responses to educators' requests for assistance. The Regional Consultant serves as the first level of support for district issues and requests prior to escalating exceptional issues to the Licensure Program Manager and Director of Licensure. The person in this role will support the team in achieving licensure processing goals both directly, through processing licensure transactions, and indirectly through provision of targeted issue handling and processing of more complex application types. Responsibilities
- Develop and maintain an exceptional understanding of state law, state board licensure policies, rules, and department operating procedures to provide technical assistance to district personnel
- Provide timely and effective communication to stakeholders across the state regarding licensure policies and procedures via TNCompass (online licensure web application), phone, email, and in- person
- Serve as the first reviewer for issue escalation, evaluating and responding to cases identified by districts and engaging the director of licensure and operations when appropriate
- Track issues received, refer to other appropriate personnel as needed, and monitor the resolution status to ensure that issues are resolved promptly and thoroughly and that status updates are provided to those reporting issues, as well as to the director of licensure and operations
- Communicate with the licensure program manager and director of licensure and operations regarding areas of need for communications development, guidance documentation, and stakeholder training
- Use TNCompass to review educator licensure transactions for both issue resolution and processing as assigned by the director of licensure and operations
- Become an expert TNCompass user and assist the director of licensure and operations in troubleshooting possible issues in the system and conducting user acceptance testing of newly developed features, enhancements, and bug fixes prior to the software vendor deploying changes
- Collaborate with the licensure program manager and director of licensure and operations on the development of TNCompass and licensure training materials and communications tools with a district focus
- Deliver regularly scheduled district-facing training on licensure laws, rules, policies, procedures, and TNCompass, as well as periodic training for cohorts of new HR personnel (and other district stakeholders involved in recruitment, hiring, staffing etc.) as needed in the consultant's region of focus
