Position Description
-
This position functions as a lead worker in the Office of Police Conduct Review, assisting and aiding the Investigations Manager to ensure police accountability through investigation of complex and/or high-profile cases, mentoring case investigators, education and information dissemination.

Job Duties and Responsibilities
-
- Conduct thorough and efficient investigations of police misconduct allegations, with particular focus on complex and/or high-profile cases.
- Review police data, interview officers, complainants, and witnesses, pursue additional investigative steps as necessary.
- Draft investigative reports that are clear, concise, and accurate.
- Assist in developing, reviewing, and implementing policies and procedures for the police misconduct investigations.
- Support and assist the Case Investigators with the planning and development of investigations and review case files as needed.
- As directed, review completed case files for quality with the goal of ensuring that the investigation was conducted in a uniform manner, and in accordance with best practices.
- Support and assist the Case Investigators with identifying and applying appropriate Minneapolis Policy and Procedures provisions to allegations of misconduct.
- Provide training to Case Investigators on analyzing and evaluating investigative information and witness credibility determinations, and assist the Investigations Supervisor in the composition and organization of training materials.
- Support and assist the Case Investigators in the preparation of interview documents, correspondence, investigative findings and summaries. Proofread investigative summaries as required.
- Identify emerging policy and procedure issues from the case files relative to contemporary law enforcement best practices and discuss with the Case Investigators, Investigations Supervisor and Policy and Research Coordinator as needed.

Indoor office setting or court to testify; may encounter dangerous situations or people.

Required Qualifications

MINIMUM EDUCATION: Bachelor's degree in law enforcement or related field.
Desired: Master's Degree.
MINIMUM EXPERIENCE: At least three years of experience in investigations, law enforcement, accountability or civil rights.
EQUIVALENCY: An equivalent combination of education and highly related experience in a similar environment may be considered.
Selection Process: The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.
Background Check: The City has determined that a thorough Minneapolis Police Department criminal background check is necessary for positions with this job title. Applicants must sign an informed consent allowing the City to obtain their criminal history information in connection with the position sought. Applicants who do not sign the informed consent form will not be considered for the position.
Drug and Alcohol Testing: All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.
Union Representation: This position is represented by a collective bargaining agreement between the City of Minneapolis and the American Federation of State, County, and Municipal Employees (AFSCME) (CAF). Eligible List Statement: The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire three (3) months after it has been established.
Interview Selection: The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

- Considerable knowledge of law enforcement, law enforcement accountability, civilian oversight and State and Federal criminal and constitutional laws.
- Extensive knowledge of the principles, practices and objectives dealing with law enforcement accountability.
- Ability to organize and give attention to detail in analyzing, appraising, and presenting evidence and facts and precedents.
- Ability to work independently under pressure, and meet tight deadlines.
- Ability to conduct research, statistical analysis and other investigative methodology.
- Good oral and written communication skills; good computer skills.
- Leadership skills and the ability to motivate and train investigative staff as required.
- Ability to work with people from all cultures, and respond respectfully in manner that preserves the dignity of individuals, families and communities.
