Purpose of Job: TOTE Services is seeking a qualified individual to serve as a Deck/Safety Inspector under TOTE Service's Vessel Construction Management (VCM) contract to build, outfit, and deploy up to five (5) National Security Multi-Mission Vessels (NSMV) for the U.S. Maritime Administration (MARAD). This position will be located in Philadelphia, PA at Philly Shipyard, Inc and will report directly to the TOTE Services NSMV Chief Inspector. Main Duties and Responsibilities: The Deck/Safety Inspector will be responsible for overseeing the installation and testing of key deck equipment, lifesaving systems, cargo handling gear, bridge equipment and other outfitting to be installed on the NSMV. The Deck/Safety Inspector will coordinate with various stakeholders, including ABS and USCG to verify compliance with the regulations and the Contract documents. The ideal candidate will have successfully completed a Deck license program from a State or Federal Maritime Academy and have sea-going experience on a U.S. flagged vessel as a Deck officer. The primary duties of the Deck/Safety Inspector will include, but are not limited to the following: * Promote the TOTE Services safety culture and adhere to all safety guidelines while conducting inspection activities. Make safety a priority in everything we do. * Attend daily inspections related to vessel outfitting and deck systems to verify and record shipyard adherence to their internal quality processes and industry best practices during fabrication and testing. * Validate and record that all lifesaving, passive/active fire safety systems, and deck equipment installation and operation is compliant with the requirements of the Specification and the manufacturer's recommendations. Ensure that workmanship results in a high-quality installation. * Develop and maintain relationships with key stakeholders, including USCG, ABS, and the shipyard to ensure close coordination during the installation and testing of various ship systems. * Evaluate proposed changes to the lifesaving systems, deck equipment, bridge installation, and other key outfitting systems and assist with the resolution of technical issues. * Along with other Subject Matter Experts, oversee the installation and integration of the Bridge equipment, including navigation systems, electronics, communication systems, CCTV, controls, and other safety systems. * Provide oversight and expertise related to other areas onboard the NSMV including the accommodation spaces, galley, hospital spaces, and more. * Support the development of vessel documents such as the Safety Management System (SMS), CargoMax, environmental management plan, cargo securing plan, fire & safety plan, and other important operational documents. * Attend dockside testing and sea trials as required to support final testing and commissioning of the ship's systems. * Independently evaluate the shipbuilder's progress against the published schedule and provide recurring status updates to the Chief Inspector. * Provide recurring status updates to the Chief Inspector, which may include key metrics, progress updates, preventive/corrective actions, and other information. Authority/Judgment/Disclosure/Financial Responsibility: Authority: Limited supervision. Work is performed to a large extent on own responsibility after assignment, with some choice of method. Occasionally develops own method. Judgment Decisions: Mistakes and errors in judgment are moderate in nature and moderately expensive to correct, usually limited to one department or phase of work. Disclosure of Information: This position involves regular work with some information which, if disclosed, might have adverse internal effects or objectionable outside results. Financial Responsibility: No authority to commit funds for the organization. Skills: Minimum Qualifications: * 2+ years of new construction shipbuilding experience preferred. * Sea-going experience as a Deck Officer on a U.S. Flagged, ocean-going merchant vessel. * Prior experience with passenger vessels and/or training vessels preferred. * Proficient in the Microsoft Office Suite and SharePoint. * Excellent organizational skills and attention to detail. * Ability to work independently and under limited supervision. Education & Licensure: * Bachelor's Degree from a Federal or State Maritime Academy, or a combination of post high-school education and relevant sea-going experience with exposure to Deck and Safety systems. Physical Requirements of the Position: Light work: Exerting up to 25 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Visual Requirements of the Position: Visual requirement equal to that for machine operators (without inspection), mechanics, and skilled tradespeople whose work deals with machines such as lathes, drill presses, power saws and mills where the seeing job is at or within arm's reach.
