THE POSITION

We are seeking a Underground Storage Tank Compliance and Enforcement Unit Chief. In this role, you will supervise a team of three and be responsible for developing and coordinating regional implementation efforts, evaluating aspects of the Underground Storage Tank Technical Programs, and managing the EPA UST Grant under the Resource Conservation and Recovery Act. DESCRIPTION OF WORK

In this position, you will need to communicate effectively both verbally and in writing, as well as apply and clarify scientific and technical information. You will be responsible for presenting information clearly and understanding relevant procedures and regulations. Additionally, you will oversee, train, and mentor four staff members involved in the UST Program Implementation and the third-party Inspection Program.

Your duties will include coordinating and assessing the enforcement aspects of the Commonwealth's Underground Storage Tank Program, which encompasses facility inspections, adherence to technical standards, and the performance of Department-certified installers and inspectors, along with field investigation activities. You will also work closely with your supervisor to develop and evaluate the statewide implementation of the Underground Storage Tank Program, including drafting rules and regulations, creating fact sheets and guidance documents, and preparing underground storage tank operations inspection forms and modification reports necessary for the program's success.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days a week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years of experience as a Solid Waste Specialist (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Any equivalent combination of experience and training which affords the applicant the required knowledges and abilities.


Special Requirements:

  • This position requires possession of a valid motor vehicle operator's license as issued by the Commonwealth of Pennsylvania.

Other Requirements:

  • PA residency requirement is currently waived for this title.
  • You must be able to perform essential job functions.
