Vice President, Strategic Proposals

NaphCare is seeking a Vice President, Strategic Proposals to lead enterprise bid strategy and execution across complex public-sector healthcare contracts. This executive will shape how we pursue and win large state and county opportunities.

The Vice President, Strategic Proposals will be responsible for guiding proposal strategy, aligning cross-functional stakeholders, and ensuring submissions reflect operational strength, financial discipline, and differentiated positioning. Ideal candidate would be a senior leader who understands both strategy and execution and can operate confidently at the executive level while driving disciplined proposal performance. This is a highly visible role that partners directly with executive leadership and plays a critical part in long-term growth.

Lead strategy and execution for large, competitive government bids
• Direct cross-functional proposal development efforts
• Shape positioning, messaging, and overall submission quality
• Ensure alignment between operational models, pricing, and narrative strategy
• Strengthen proposal processes and infrastructure to support national growth

• Bachelor's degree required, master's degree, preferred
• Minimum 7 years' experience leading complex government RFP responses
• Demonstrated success in competitive public-sector procurements
• Executive presence and strong cross-functional leadership capability
• Experience in healthcare or other regulated environments preferred
• Must have the ability to maintain confidentiality of all proprietary and/or confidential information
• Must possess strong written and verbal communication skills
