Job Announcement

Join the Park Authority and our nationally recognized team of professionals! This position will work as a part of one of the most highly regarded park systems in the country. Under the general direction of the Accounts Payable and Procurement Manager this position is responsible for the oversight and supervision of three professional staff responsible for processing PO vendor invoices and related financial activities for the Park Authority. Ensures that internal and external staff comply with purchasing functions and expend funds in accordance with financial policies and Fairfax County Procurement Procedures. Develops, analyzes, and interprets financial and accounting expense data and prepares reports for management decisions. Analyzes encumbrances and other expense metrics year over year to ensure accurate amounts, proper closing, and forecast trends. Researches and prepares responses to inquiries from staff, vendors, and other county agencies regarding payment status, payment history, vendor set up, contract oversight and other reporting oversight. Authorizes and approves purchase requests, shopping carts, expense transfer documents, and other related items. This role is a working management role and includes creation of shopping carts and processing payments, as necessary. Performs related tasks and special projects, as necessary. Oversees expense accruals and necessary year end procedures.

  • Prepares and/or analyzes financial data and makes recommendations;
  • Plans, organizes and participates in the reconciliation of funds;
  • Prepares long range revenue and expenditure estimates necessary to forecast economic feasibility of various projects;
  • Reviews and verifies postings to appropriate ledgers and subsidiary accounts;
  • Applies budget, procurement, and payment procedures in accordance with established county policies, accounting principles (GAAP and GASB), and local and state policies and procedures;
  • Prepares or assist development of the agency budget and monitors budget status.

Required Knowledge Skills and Abilities

  • Knowledge of generally accepted accounting principles;
  • Ability to prepare, interpret and analyze financial reports and statements;
  • Ability to develop and apply budget, procurement, and payment procedures in accordance with established county policies.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with either a bachelor's degree in accounting, business administration, public administration, public policy or related field; plus, two years of professional-level experience in finance, business administration, budgeting, or contract management, a master's degree in a related field or CPA may substitute for 1 year of experience.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Bachelor's degree in accounting, finance, business administration, or public administration
  • Four or more years of progressive experience in the field of accounting, finance, or budget environment
  • Knowledge of FOCUS or (SAP) and/or other related ERP experience downloading and manipulating data
  • Ability to work with minimum direct supervision and successfully navigate managing staff
  • Proven ability to develop and present complex financial reports and analysis, and strong written and oral communication skills, with an ability to prepare and present reports for leadership decision- making.
  • Advanced proficiency using MS Office Suite applications

PHYSICAL REQUIREMENTS:
Sedentary with some walking and lifting less than 5 pounds. All duties may be performed with or without reasonable accommodations.
