Responsibilities

The Project Manager - Query Support is responsible for planning, managing, and overseeing all query development, data ingestion, and analytical support activities in support of the CBP analytics and intelligence support program. This role ensures the timely and accurate delivery of ad hoc and recurring analytical queries leveraging enterprise data platforms, including Databricks and Oracle environments, to support CBP reporting, advanced analytics, and operational decision-making. The Project Manager serves as the primary interface between CBP stakeholders, query developers, data engineers, and contractor leadership to ensure solutions align with mission requirements, technical standards, and program schedules.

    Ashburn, VA
  • Sterling, VA
  • Washington, D.C

Key Responsibilities

  • Lead and manage all query support activities under the BISS contract.
  • Oversee raw data ingestion, ETL processes, and data preparation activities in support of analytical and reporting requirements.
  • Manage the development, optimization, validation, and delivery of ad hoc and recurring queries using Databricks, Oracle, and enterprise data warehouse environments.
  • Coordinate data analysis efforts using SQL and advanced analytical techniques, including machine learning models, to support CBP mission use cases.
  • Support rules development and conduct impact assessments of analytical rules applied to multi-terabyte datasets to evaluate operational and business effects.
  • Serve as the primary point of contact for CBP stakeholders regarding query requirements, priorities, and delivery schedules.
  • Collaborate with data engineering teams to ensure Databricks pipelines, Oracle datasets, and analytical environments are optimized for performance, scalability, and accuracy.
  • Ensure query logic, analytical outputs, and data transformations comply with CBP, DHS, and federal data governance, security, and quality standards.
  • Manage schedules, milestones, workload prioritization, and performance metrics related to query and analytics deliverables.
  • Identify, track, and mitigate risks related to data availability, ETL performance, query complexity, and analytical scalability.
  • Ensure proper documentation of ETL processes, query logic, analytical methodologies, and validation procedures.
  • Drive continuous improvement by identifying opportunities to enhance analytical efficiency, query performance, and data usability using Databricks and Oracle capabilities.
  • Prepare and deliver status reports, analytical summaries, and briefings to CBP leadership and program stakeholders.

Qualifications

Required Qualifications

  • Bachelor's degree in Information Systems, Computer Science, Data Analytics, Statistics, Mathematics, Business, or a related field.
  • Minimum of 10 years of experience
  • Minimum of 5 years of experience managing query, analytics, visualization, or data support efforts, preferably in a federal environment.
  • Demonstrated experience managing teams responsible for data ingestion, ETL, SQL-based queries, and enterprise data platforms.
  • Proven ability to oversee and validate complex analytical work, including SQL-based analysis and machine learning outputs, without serving as a hands-on developer.
  • Experience supporting analytical rules development and leading impact assessments on large-scale datasets
  • Strong understanding of relational databases, data warehouses, and query optimization concepts.
  • Working knowledge of Databricks, including its role in data engineering, analytics, and integration with downstream reporting and visualization tools.
  • Strong understanding of relational databases, data warehouses, and query optimization best practices.
  • Proven ability to manage multiple priorities in a fast-paced, deadline-driven environment
  • Excellent written and verbal communication skills, with experience interfacing with government stakeholders.
  • Current Project Management Professional (PMP) or the ability to obtain.

Clearance Requirements

  • Top Secret Clearance
  • DHS/CBP suitability (current or ability to obtain)
  • U.S. Citizenship required

Preferred Qualifications

  • 8+ years of experience supporting federal programs, with preference for DHS or CBP environments
  • Experience supporting cloud-based big data platforms and advanced analytics environments
  • Familiarity with CBP datasets, operational metrics, and mission systems
  • Experience working under performance-based federal contracts.

Work Environment

  • On-site support at CBP facilities (possible hybrid support as defined by the contract and CBP requirements).
  • Occasional extended hours may be required to support mission-critical reporting or surge requirements.

Target Salary Range

$135,000 - $216,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
