SUMMARY:

Responsible for management of the daily operations of the physical plant, systems and grounds. Manages the repair, design, modification, and preservation of buildings and grounds. Ensures that all architectural mechanical, electrical, heating, ventilation, and cooling systems are in operating order and in compliance with all applicable governing agency facility standards, codes and regulations.

RESPONSIBILITIES:

HUMAN RESOURCE MANAGEMENT &DEVELOPMENT
Demonstrates knowledge of employee relations policies and procedures, and implements policies in a fair, equitable, and consistent manner.
Assesses manpower needs, including number of staff, skill mix, and appropriate schedules, and budgets accordingly

FINANCIAL MANAGEMENT
In collaboration with Director, develops and proposes an annual, practical departmental budget and capital expenditures that will contribute towards improving the efficiency and cost effectiveness of all services provided, while meeting the needs of our patients, the community, physicians and our employees.
Operates within the approved departmental budget notwithstanding changes beyond one's control.
Reviews departmental expenses regularly to identify ways to reduce costs while improving efficiency, resulting in an overall net savings on the approved department budget.
Monitors staffing to ensure the optimal use of scheduled time and overtime for maximum productivity.
Controls and accurately reports time worked by department employees for timely payroll preparation.
Plans, develops, and implements policies, procedures and programs, involving all applicable hospital departments, that maximize departmental revenues.
INFORMATION MANAGEMENT
Develops department policies and trains staff in principles of information management.
Ensures the security and confidential treatment of sensitive and private information.
Demonstrates ability to utilize computer technology for data generation, retrieval and analysis.
Ensures that policy and procedure manuals and other reference materials are current and accessible.
MANAGEMENT OF PHYSICAL/TANGIBLE ASSETS
In collaboration with Director, identifies, evaluates, and recommends equipment acquisition based on advances in technology and scope of service.
Maintains assigned physical/tangible assets safely, efficiently, and in such a manner that they effectively perform their intended function.
Coordinates a department-specific equipment management plan in accordance with the organization's overall equipment management plan. Ensures overall maintenance and physical inventory of equipment.
Prevents the loss or abuse of assigned assets.
Manages supplies effectively.
SAFETY MANAGEMENT
Demonstrates an in-depth knowledge of department-specific safety issues.
Demonstrates leadership concerning safety issues within the organization and the department.
Continuously identifies, develops and enforces department-specific safety policies and procedures in accordance with the organization's overall safety policies.
Organizes an effective department-specific safety-training program for all department employees in accordance with hospital guidelines.

SCOPE OF SERVICE
Demonstrates knowledge of and ensures the hospital is in compliance with all state, federal, and other governing agency standards, codes, and regulations including local and state Building Codes, Life Safety Code, CMS, TJC, OSHA, NFPA, and other regulatory agencies. Ensures that all appropriate licenses, permits, and certificates are obtained and maintains open communications with local and state law enforcement officials.
Manages and coordinates activities of employees engaged in the installation, operation, and maintenance of mechanical and electrical systems inclusive of Emergency Power Generation/Distribution; Medical Gasses; Water/Sewage; Boiler/Steam; Vertical Transportation Devices/Elevators; Communication; and HVAC Systems.
Collaborates in the design of new or existing maintenance systems, fire alarm systems, new lighting, etc.
Manages the systems and processes to ensure that preventive maintenance and inspection to hospital's infrastructure and major operating equipment, facilities, and utility systems are conducted to avoid loss of service.
Maintains a file of facility Architectural, Life Safety, Mechanical, Electrical, &Plumbing drawings (Print/CAD) and equipment specifications in the Facilities Management Technical Library.
Manages all Hospital employee building and grounds trades to carry out daily maintenance and construction work. Provides for the maintenance, repair, and/or installation of building components inclusive of carpentry and painting necessary to repair/construct furniture and maintain interior/exterior painted surfaces.
Ensures that all electrical power outages, and all other trades tests, repair and maintenance records are maintained and up to date and in compliance with all regulatory and insurance company requirements.

MINIMUM QUALIFICATIONS:

Qualifications:
BS Degree in Engineering or equivalent degree or equivalent training and experience.
Knowledge of plant engineering services including mechanical and electrical systems, medical appliance electronics, electro-mechanical systems, refrigeration and cooling, plumbing, heating, carpentry, painting, landscaping, and architecture.
Five years comparable management experience in healthcare facilities management or related field.

Pay Range:

$100,027.20-$165,048.00
