The Maryland Department of Transportation The Secretary's Office (MDOT TSO) is recruiting for a Senior Contract Administrator (Administrator V) in the Office of Administration, Budget and Contracts. This position handles the daily management and implementation of department wide Operations and Information Technology contracts which include but are not limited to, assisting the procurement team with Request for Proposals (RFP), Invitation for bid (IFB), tasks orders, sole source for software and hardware, proposal negotiations and agreements, resource sharing proposals, agreements, Memorandum of Understanding (MOUs) and multiple other project requirement packages. This position also works closely with all MDOT modes, MDOT Procurement Offices, the State Department of Information Technology (DoIT), and the Department of General Services to initiate, assist in the drafting of specifications of RFP's IFB's Task Orders, Work Orders, Change Orders, modifications, extensionrequest, substitution request, Procurement Review Group (PRG) form and Board of Public Works Agenda Items and documentation.

Some of the essential duties of the Senior Contracts Administrator include, but are not limited to the following:

  • Review all terms and conditions on all Software License Agreements with private software providers, for the Department and the Modes in order to avoid conflicts with the State of Maryland requirements.
  • Monitor and review Information Technology blanket purchase orders and purchase orders in the State of Maryland Financial Management Information System (FMIS) and MDOT Enhanced Procurement Information Control System (EPICS
  • Write and process justifications for sole source agreements for IT hardware and software procurements.
  • Provide guidance and support to the Resource Sharing Administrator for Telecommunications Resource Sharing Agreements.
  • Provide leadership and knowledge to internal customers and the Modes in preparation of Request for Proposals concerning Information Technology procurement, task orders, and Sole Source Proposals.
  • Analyzes risk and pricing strategies of solicitations, task orders, and change orders.

The current vacancy exists at MDOT TSO in the Office of Administration, Budgets and Contracts, which is located in Hanover, MD. (Anne Arundel County).

This position may allow a hybrid work schedule, including telework and required on-site work hours.

Qualifications

PREFERRED QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:

Six (6) years of experience in administrative staff or professional work.

Four (4) years of this experience must include progressively responsible work in contract management, including drafting scopes of work and technical specifications, monitoring, evaluating, and documenting contractor performance, and ensuring compliance.

The ideal candidate will possess the following:

  • A bachelor's degree from an accredited college or university in Business Administration, Public Administration, Supply Chain Management, Procurement and Contract Management, Finance, Information Systems, Industrial Technology, or a closely related field.
  • Specialized IT Contracting Experience (e.g., software licensing, IT infrastructure and support services, Application development, system integration, etc.)
  • Excellent communication skills
