Position Description: The Design Quality Control Manager (DQCM) ensures all design deliverables meet technical, regulatory, and contractual requirements of the Department of Defense (DOD) branches. This role leads the design phase quality assurance process, coordinates with the Designer of Record (DoR), and manages the review and certification of design submittals. The DQCM is responsible for implementing the Design Quality Control Plan (DQCP), maintaining design integrity, and ensuring compliance with federal standards and contract specifications. Key Responsibilities:
- Serve as a key member of the Quality Control team providing an unbiased oversight of the design quality, while maintaining independence from the Project Superintendent and Project Manager to ensure unbiased oversight of design quality.
- Ensure the integrity, accuracy, and compliance of all design services with professional standards and contract requirements.
- Develop and implement the design portion of the Quality Control Plan (DQCP), including maintaining the approved design schedule and preparing DQC reports and meeting minutes.
- Participate in all required project meetings including Post Award Kick-Off, design planning, design presentations, partnering sessions, and QC meetings.
- Remain actively involved with the project from initiation through completion to ensure consistent design quality oversight.
- Verify that all design documents are developed in accordance with contract specifications and applicable regulations.

Provide Design Quality Control Documentation (DQCD) demonstrating coordination across engineering disciplines, submitted with pre-final and final design packages. -
Develop and manage the submittal register in coordination with each DoR to identify required items and responsible approvers. -
Provide QC certification for design compliance and certify invoices to confirm completed work aligns with contract requirements. -
Prepare weekly DQC reports documenting design team progress and activities. -
Coordinate all training requirements in alignment with QC protocols and contract requirements.
Skills | Knowledge | Experience:
- Bachelor's degree in Architecture, Engineering, or related field is required.
- PE (Professional Engineer) or RA (Registered Architect) license with active registration is required.
- Minimum 5 years of experience as a design Architect or Engineer on similar size and type design-build contracts.
- Completion of USACE Construction Quality Management (CQM) for Contractor's course (can be completed post-hire).
- Experience with Specs Intact, RMS, Dr Checks, and Primavera P6 preferred.
- Strong understanding of design-build delivery and DOD procedures and requirements (UFC, UFGS, etc.).
- Excellent organizational, documentation, and technical writing skills.
- Ability to interface with multidisciplinary teams and coordinate with construction personnel.
Supervisory Responsibility:
- This position may supervise design team members and coordinate with external consultants and contractors.
Work Authorization | Security Clearance:
- Due to the nature of our work as a Federal Contractor, candidates must be a US Citizen.
- Military Base Access Security Clearance is required for this position.
- A valid driver's license with a record that meets the CLP Fleet Policy.
Travel:
- Availability to travel and attend meetings/functions outside typical business hours is required. Approximately 20% travel is anticipated.
Compensation | Benefits:
- We offer an excellent benefits package that includes medical insurance, dental insurance, life insurance, 401k with company contribution, paid time off and paid holidays.
- Salary range: $120,000-$160,000/year based on experience plus eligible to participate in Short Term Incentive Plan.
- We reserve the right to pay more or less than the posted salary range based on factors unrelated to sex.
