Purpose

The Head of Human Resources at UT Libraries leads a team that facilitates employee lifecycle processes, ensuring effective, supportive, and people-focused policies and procedures that strengthen our organization. This position is a part of the Senior Vice Provost Operations team at UT Libraries.

Responsibilities
  • Performance and Employee Relations: Oversee performance management processes for individuals and the organization, including the annual evaluation process and individual performance improvement plans. Oversee, manage, and provide expertise for employee relations issues. Provide quick and responsive guidance for all levels of the organization for a wide range of employee relations, interpersonal, and performance issues. Facilitate annual awards and recognition process.

  • Financial Oversight: Develop and manage the annual staffing budget of $15 million dollars including maintaining financial documents on wage allocations, lapsed salaries, vacancies, current salaries, and other staffing expenditures. Manage costing, oversee merit, and advise on compensation. Collaborate with UTL Administrative Services, grant partners, and UTL Leadership on financial issues related to staffing.

  • Management: Lead, supervise, and mentor an HR team comprised of three full-time staff. Support professional growth and learning opportunities within the staff and foster a collegial and productive team environment. Oversee the HR team to manage all employment lifecycle processes around recruitment, employment, and exits.

  • Compensation: Oversee and facilitate compensation and title processes within UTL. Advise on process and strategies for new positions, reorganizations, reclassifications, additional duties, and other structural changes within the organization.

  • Compliance and Reporting: Ensure compliance with university, state, and federal policies, rules, and regulations. Serve as liaison and representative to various university offices and departments. Ensure ethical and confidential management of personnel files and records. Oversee annual and biennial reporting to external organizations.

  • Other related functions as assigned.

Required Qualifications
  • Bachelor's degree and eight years of experience with human resource functions, including recruiting, compensation, employee relations issues, and performance management. Five years of experience as a supervisor. (Experience can be concurrent.)

  • Excellent interpersonal, intercultural, and communication (written and verbal) skills with an emphasis on diplomacy.

  • Ability to be flexible and adapt to changing priorities.

  • Ability to work effectively with staff from varied backgrounds, showing sensitivity to a wide range of needs and concerns. Experience working with confidential issues and materials.

  • Excellent professional judgement and discretion.

  • Demonstrated accuracy and attention to detail. Excellent organization skills.

Relevant education and experience may be substituted as appropriate.

Preferred Qualifications
  • More than the required experience.

  • Experience at UT Austin.

  • SHRM certification.

  • Experience developing and leading trainings; facilitation experience.

Salary Range

$85,000 + depending on qualifications

Working Conditions
  • May work around standard office and library conditions.

  • Repetitive use of a keyboard at a workstation.

Work Shift

Between the hours of 7am and 6pm, as arranged with manager. Flexible work arrangement with up to two remote days/week available after initial onboarding.

Employment Eligibility:

Retirement Plan Eligibility:

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length.
