As the Deputy Chief Information Officer for Enterprise Architecture and Technology Planning, you will lead the Enterprise Architecture (EA) team and articulate the strategic business value of EA initiatives, frameworks, and solutions to senior executives to drive informed decision making and organizational alignment. You will assemble roadmaps for major applications and technology ecosystems, including current and to-be states. You will be directly responsible for Information Technology (IT) standards and compliance and will develop investment plans for the IT portfolio of applications.

GENERAL RESPONSIBILITIES

Leads the development of technology roadmaps across key applications and platforms, documenting current capabilities, identifying gaps, and defining to-be architectures to support business transformation, ensuring strategic alignment with business goals and future-proofing technology investments for long-term scalability.

Aligns enterprise architecture initiatives with organizational strategy to drive measurable business outcomes, optimize investments, and enable innovation and operational excellence.

Acts as a strategic liaison between business and technology leaders, translating business needs into architecture priorities and clearly articulating the value of EA initiatives to stakeholders.

Owns and enforces IT standards and compliance by establishing governance frameworks, ensuring regulatory adherence, and maintaining consistency, security, and reliability across enterprise applications.

Manages and optimizes the Airports Authority's portfolio of technology investments to ensure strategic alignment, risk management, and long-term value creation, providing insight and guidance to executive leadership on investment performance and priorities.

Oversees the Enterprise Architecture (EA) team, providing strategic direction and guidance, while prioritizing and sequencing technology investments to align with business objectives and maximize value delivery.

Leads the development and continuous improvement of how the EA team operates, establishing best practices, frameworks, and governance models that enhance efficiency, innovation, and alignment with enterprise objectives.

Leads the development of mitigation strategies and foresees risks and issues related to technology architecture, such as security vulnerabilities, compliance challenges, or performance bottlenecks.

Partners with data governance and cybersecurity leaders to ensure that enterprise data models, APIs, and integration frameworks align with organizational data strategy and security requirements.

Leads integration of emerging technologies, including artificial intelligence (AI), data analytics, and automation capabilities, ensuring ethical, secure, and value-driven implementation across MWAA systems.

Evaluates vendor roadmaps and technology partner ecosystems to ensure long-term interoperability, cost efficiency, and compliance with MWAA's architecture principles.

Chairs MWAA's Enterprise Architecture Governance Council, ensuring all technology initiatives align with enterprise roadmaps, architectural standards, and investment priorities.

Assists the Chief Technology Officer (CTO) with the horizontal integration of multiple enterprise systems to establish seamless interoperability, unified data flow, and efficient cross-functional business processes across the organization.

Works under the general administrative direction of the CIO/CDSO and collaborates closely with the CTO and CISO to ensure architecture standards and technology investments align with enterprise strategy, cybersecurity principles, and digital innovation goals.

Collaborates with implementation teams to ensure solutions adhere to IT strategy and architectural standards, and reports architecture progress, risks, and outcomes to senior executives.
Champions the architectural vision, strategy, standards, and principles to internal staff, customers, and other Airports Authority stakeholders.

Oversees the selection of technologies and associated capabilities to create and implement innovative and new products, solutions, and services for both the Airports Authority and the commercial market space.

Leverages TOGAF or equivalent enterprise architecture frameworks (e.g., FEAF, Zachman, Gartner) for the identification and governance of products, solutions, and services.

Assesses the current state of technology compliance within the organization, its operations, and services. Leads and/or performs the evaluation of technical requirements to meet defined business needs.

Oversees the performance and effectiveness of enterprise systems and architectures and identifies opportunities for optimization and improvement.

Keeps abreast of aviation industry technology trends and drives the inclusion of those trends on MWAA's technology capability roadmap and innovation initiatives.

Advises and leads MWAA on current and future technology needs (including consolidation of shared technology and standardization) related to the aviation industry to maintain a competitive edge.

Develops a comprehensive understanding of the Airports Authority's business needs for infrastructure, applications, and enterprise integration.

Works with the Airports Authority Executive Vice President, Chief Information and Digital Strategy Officer, and other Deputy CIOs on IT strategy formulation and planning.
Performs other duties as assigned or determined on own initiative.

QUALIFICATIONS

Nine years of progressively responsible experience leading technology strategy, IT management, and enterprise architecture initiatives.

At least five of the nine years of experience must involve leading the full lifecycle of enterprise architecture implementation across the organization and defining target ("to-be") architectures based on the current ("as-is") business processes.

Demonstrates comprehensive mastery of enterprise architecture principles encompassing system design, integration strategies, and technology standardization.

Experience in leading efforts to optimize the organization's IT investment portfolio and drive continuous improvement through the integration of multiple enterprise systems, ensuring seamless interoperability.

Comprehensive knowledge of innovative software application products, solutions, and services development and management on cloud, mobile, social, COTS/SaaS, IoT, and advanced cognitive technology platforms.

Proven ability to evaluate vendor ecosystems and manage technology partnerships for long-term interoperability and strategic alignment.

Skilled in managing and administering multiple major projects/programs concurrently and negotiating with customers and stakeholders to ensure coordination and integration among related efforts, as well as large-scale planning and scheduling.

Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.

Ability to perform complex analyses of data and information and make actionable recommendations.

Ability to speak and write effectively, communicating technical concepts clearly to both technical and non-technical audiences.

PREFERRED QUALIFICATIONS

Information technology experience in the transportation industry and, in particular, with an airport.

Significant experience managing and collaborating across IT functional areas including network convergence, cloud computing, mobile device technology, and SaaS implementation.

Demonstrated success in establishing and maturing an enterprise architecture or technology governance function in a large, complex organization.

Preferred certifications and experience include: EA, Agile, PMP, AWS, Azure, Workday, Maximo, Salesforce, ITIL, Microsoft, VMware, storage, networking, AWS, Google Cloud and other cloud technologies.

A Master's Degree in Business Administration (MBA), Technology Management, or a related field.

EDUCATION

A Bachelor's Degree in Computer Science, Information Technology, or a related field.

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

NECESSARY SPECIAL FACTORS

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and alignment with enterprise objectives.

Occasional travel to MWAA airport locations and external meetings may be required.

A background security investigation will be required for all new hires.
