Posting Summary
Rutgers, the State University of New Jersey, is seeking a Program Administrator I for the Department of Obstetrics, Gynecology and Reproductive Sciences at the Robert Wood Johnson Medical School.

The department of Obstetrics, Gynecology and Reproductive Sciences is seeking a Program Administrator who will work closely with the Chair and Senior Director of Administration to manage the human resources functions for the department. The successful candidate will provide expert guidance and management on all aspects of human resources activities for faculty and staff across mixed employment models (Rutgers + RWJBH) including, but not limited to: recruitment, onboarding, faculty appointments, reappointments, promotions, visas, leave of absences, disciplinary/performance improvement plans and the search/posting process. This position will also manage and supervise the administrative assistant to the department chair. This position will also assist in the review, analysis and appraisal of current department administrative procedures across all mission areas (clinical, research and education) related to human resources, organization, financial and performance measures and will develop recommendations for changes and/or revisions. Works with Senior Director to develop and implement training for administrative staff.

Among the key duties of this position are the following:

  • Provides leadership and guidance for the department and its employees regarding human resource matters, both faculty and staff.
  • Serves as an advocate for employees by listening and becoming aware of employee needs and concerns, sharing this information with department leadership, researching best practices, and offering options for leaders to consider in addressing employee needs and concerns in a unionized environment.
  • Ensures consistent and equitable application of human resource policies throughout the department by advising department leadership about the applicable University policies and regulations and providing training to department as needed.
  • Provide guidance with performance and disciplinary issues.
  • Improves organizational effectiveness and productivity by providing guidance on the planning, development, and delivery of professional development and job-related skill training opportunities.
  • Ensures the accuracy of personnel information for all department employees by supervising the maintenance of personnel records and reviewing personnel actions.

Minimum Education and Experience

  • Bachelor's Degree in Business Administration or a related field, plus four (4) years of progressively more responsible relevant experience in any of the following business administration, finance, or human resources within an academic or large business environment.
  • Prior experience working in an academic medical/research facility is required.
  • Equivalent education, experience and/or training may be substituted for the degree requirements.

Required Knowledge, Skills, and Abilities

  • The successful candidate will be highly organized, resourceful, extremely detailed oriented, able to multi-task and meet deadlines.
  • She/he will be expected to demonstrate strong business judgement, professional etiquette and strong written communication skills. In addition to having a "can-do" attitude and pleasant demeanor you must have extraordinary communication skills that allow you to interact with a diverse group of people.
  • Demonstrated proficiency with Rutgers immigration policies and procedures, including J, H and F visas, is required.
  • Demonstrated proficiency in MSOffice 365 suite of products, OneLook, PeopleSoft and Oracle reports is required.
  • Superior organizational skills with the ability to manage numerous projects and people simultaneously.
  • Outstanding human relations and leadership skills, and the ability to function in a team environment are required.
  • Effective oral and written communication skills. Must be computer literate with proficiency and working knowledge of database and reporting tools such as Microsoft Word, Excel, Access, and PowerPoint.

Preferred Qualifications

  • Master's degree in Public Health, Accounting, Business Administration, Economics, or Health Administration preferred.
  • Knowledge of how to accomplish superior performance in a unionized environment is preferred.
