Description

Idaho National Laboratory is hiring a Senior Manager - Performance Assurance to work on our Performance Assurance team. Our team works a 9x80 schedule located in Idaho Falls with every other Friday off.

The Senior Manager - Performance Assurance is a senior leadership role responsible for advancing the effectiveness and maturity of INL's Contractor Assurance System (CAS). This position leads a team of senior career program managers, driving strategic initiatives that streamline processes, challenge legacy practices, and foster a culture of excellence and accountability. The Senior Manager integrates issues management, Lessons learned, management observations, and self-assessment into the broader CAS ecosystem, leveraging innovative approaches-including AI and advanced analytics-to enable proactive risk management and continuous improvement. This role partners across the laboratory to ensure assurance activities are mission-aligned, stakeholder-informed, and operationally impactful.

Responsibilities Include:

  • Provide strategic direction and oversight for performance assurance programs, managing senior program managers and guiding the development and execution of department-wide initiatives.
  • Integrate issues management, lessons learned, management observations, and self-assessment processes into all assurance activities, ensuring timely identification, analysis, and resolution of risks and opportunities.
  • Drive continuous improvement by streamlining assurance processes, removing friction points, and challenging legacy practices to accelerate decision-making and enhance operational efficiency.
  • Advance the maturity of CAS by standardizing practices, embedding risk-informed thinking, and fostering a culture of integrity and accountability.
  • Champion the adoption of innovative tools and methodologies-including AI and advanced analytics-to elevate assurance from compliance monitoring to strategic enablement.
  • Promote active engagement and partnership with line organizations, ensuring assurance professionals are visible, collaborative, and responsive in the field.
  • Establish robust feedback mechanisms with stakeholders, using input to refine assurance programs and communicate the impact of changes.
  • Collaborate with laboratory leadership, directorate management, and external stakeholders to align assurance programs with INL mission objectives and DOE requirements.
  • Communicate results, recommendations, and strategic priorities across disciplines and to senior leadership.
  • Perform programmatic assessments and post event investigations while supporting leadership in developing appropriate and sustainable corrective actions.
  • Implement all aspects of Performance Monitoring and Analyses including Issues Management, Self-Assessment, Lessons Learned, Management Observations, and event analyses.
  • Responsible for developing and monitoring of existing Performance Assurance Key Performance Indicators (KPIs) and to drive improvements in those metrics, analyses of various sources of operational data to proactively identify trends adverse to mission accomplishment and overall impact of the supported directorate, development of dynamic dashboards representing operational and financial performance to Sr. Leadership, identify process improvements in operations and process flows, and develop schedules to track accomplishments toward annual program goals supporting the overall Enterprise Risk Management and Management Review Meeting (assessment of organizational performance and health) approach.

  • Responsible for implementing program(s) within assigned directorate utilizing established processes and tools.
  • Support data entry, report generation, date tracking, email reminders, document attachment, assessment

    generation, information gathering, minute taking, and other coordination activities as assigned.

  • Support condition screening for noncompliance issues, assigning trend codes, and owning mission centers as

    directed.

  • Serve as a liaison between individual contributors, directorate leadership, and the Performance Management

    organization as well as external customers and working groups.

    Work with leadership to both inform and mitigate identified risks as appropriate.

  • Review performance and operational data sources to identify adverse trends and risks to mission accomplishment.

  • Define Performance Assurance expectations of program(s) as well as provide the process, tools, training, and program support to implement an effective program across all INL mission centers/organizations to ensure compliance with applicable DOE order(s) and provide analysis that enable INL leadership to make risk informed decisions.

  • May implement an effective risk-based approach to protect INL security assets and activities against the consequences of attempted theft, diversion, terrorist attack, industrial sabotage, radiological sabotage, chemical sabotage, biological sabotage, espionage, unauthorized access, compromise, and other acts having an adverse impact on national security or the environment.

  • May participate in inspections and assessments of equipment and processes to identify issues and risks, identifying corrective actions, and work with line management to ensure effective closure of actions as well as to ensure maximum usage of program budgets. Work may focus on one of many areas, including LabWay,

Qualifications

Minimum Requirements:

Bachelor's degree in a relevant field; advanced degree preferred. Minimum 5 years of experience in performance assurance, risk management, or related field, with at least 2 years in a leadership role.

  • Demonstrated expertise in contractor assurance processes, issues management, self-assessment, and risk analysis.
  • Proven ability to lead complex, cross-functional teams and manage strategic initiatives with enterprise-wide impact.
  • Strong analytical, communication, and stakeholder engagement skills.
  • Ability to obtain and maintain a DOE "Q" clearance.

Preferred Qualifications

  • Advanced degree in engineering, operations, or related discipline.
  • Experience with DOE/NNSA programs and compliance requirements.
  • Working knowledge of performance assurance software tools (e.g., SharePoint, DevonWay, OpexShare).

Job Information:

  • The target pay range for this position is ($138,143-$209,345) annually. The full pay range is salary grade 530 ($105, 516-$269,052). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
  • TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.

Physical Requirements

While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel,

bend, and work in an office environment and in operational/research areas. The job requires hand/finger dexterity to

keyboard or type, handle materials, manipulate tools, and reach with hands and arms. The job requires the operation of

office equipment. The employee may occasionally lift and/or move up to 35 pounds. Sufficient visual acuity and hearing
