Job Description:

Position is onsite in Midlothian, VA

PRIMARY FUNCTION:

Provide legal counsel and support for Virginia Federal Credit Union under the direction of General Counsel. Collaborate with management to identify ways to reduce costs/enhance revenue and meet member service expectations while remaining compliant and managing legal risk.

JOB DUTIES AND RESPONSIBILITIES:

  • Conduct legal research and prepares memoranda, correspondence or other materials summarizing and applying research and analysis to credit union issues.
  • Support legal contract review for vendor management program, performing reviews at the direction of General Counsel.
  • Develop and maintain contracts, forms and/or disclosures including Membership and Account Agreements, commercial contracts and regulatory disclosures, that meet the needs of VACU and comply with all applicable laws and regulations.
  • Support internal litigation response, in collaboration with General Counsel. Manage response to discovery requests, directing collection of relevant records from internal teams.
  • Draft legal preservation hold orders for review by General Counsel. Coordinate with management and impacted departments to identify impacted individuals and systems ensuring proper retention of records as required by the hold.
  • Provide counsel to business teams drafting response to member complaints alleging legal/compliance issues.
  • Participate in product development discussions. Provide legal input relevant to existing products and services as it relates to promotional advertising or solicitations as well as product changes.
  • Comply with all published enterprise level policies and procedures including, but not limited to, Risk Management policies.
  • Complete all required, ongoing enterprise level training including, but not limited to BSA, OFAC, and Information Security.
  • Report all Risk Management Policy violations in accordance with policy.
  • Participate in special projects and/or assignments as requested by General Counsel.
  • Maintain expertise by regularly attending technical conferences, trade meetings, and other related courses.
  • Prepare draft comments for review of General Counsel as applicable on proposed new and existing regulations/legislation introduced by various regulatory agencies.
  • Develop and maintain a library of competent and reliable resources.
  • Perform other duties that may be required and assigned by the supervisor.

JOB QUALIFICATIONS:

Knowledge: Significant knowledge of policies and procedures, laws and regulations applicable to financial institutions, including but not limited to Reg. Z (Truth in Lending), RESPA, FCRA, Reg. E (Electronic Funds Transfer Act), BSA/OFAC, fair lending laws and others issued by banking regulators (NCUA or FDIC). Familiarity with Virginia state code and Bureau of Financial Institutions rules desired.

Skills: Excellent oral and written communication skills. Familiarity with Microsoft office suite, including Word, Excel, and PowerPoint

Abilities: Able to work independently, organized, efficient, analytical, and detail-oriented. Professional appearance and manner. Able to build trust and work collaboratively with others.

Minimum Education and Experience: Juris Doctor with active license and admission to a state bar (Virginia preferred) required. Three to five years of relevant experience in-house or at a law firm. Demonstrated experience researching and interpreting laws and regulations, with emphasis on financial institutions, including the ability to analyze complex legal requirements and documents. Prior exposure to compliance issues in a financial or similar institution is preferred. Ability to manage assigned matters with independence, apply sound legal judgment, and provide well-reasoned recommendations.
