What you'll do

We're looking for a proactive and detail-oriented Contingent Worker Administrator to join our Human Resources Data Management team within the broader People Technology & Operations organization. In this role, you'll play a key part in managing the day-to-day operations of our contingent workforce. You'll work closely with internal stakeholders and external staffing partners to oversee the full lifecycle of contractors and consultants. Your efforts will help ensure compliance, streamline operations, and deliver a smooth, consistent experience for both hiring managers and contingent talent.

This position is an individual contributor role reporting to the Lead, Data Management.

Responsibility

  • Lead the direction and operational governance of the contingent workforce program across multiple business units or regions

  • Design and continuously refine contingent workforce policies, frameworks, and playbooks to align with Docusign's goals, regulatory requirements, and risk management strategies

  • Partner with leaders across People, Legal, Procurement, and Talent teams to align and ensure consistent, scalable practices for managing our flexible workforce across our global regions

  • Lead cross-functional working groups to assess program effectiveness, identify gaps, and drive enhancements

  • Partner with Procurement to shape the performance metrics, contract governance, and long-term engagement model for staffing vendors, VMS/MSP providers, and third-party consultants

  • Help drive contingent workforce data governance, collaborating with People Analytics and HRIS teams to ensure accuracy and visibility across global systems

  • Lead strategic audits and data initiatives to improve standardization, automation, and risk mitigation

  • Serve as the escalation point for contingent labor risk, including co-employment, tenure limits, and worker classification issues

  • Partner with Legal and Compliance to proactively evolve program standards in response to changing regulations

  • Lead the resolution of compliance concerns and vendor-related escalations across the organization

  • Define and implement change management plans to support the rollout of new tools, processes, and policies

  • Mentor and support junior team members to ensure a globally consistent program delivery


Job Designation

Remote: Employee is not required to be in or near an office frequently and works from a designated remote work location for the majority of the time.

Positions at Docusign are assigned a job designation of either In Office, Hybrid or Remote and are specific to the role/job. What you bring

Basic

  • Experience leading contingent workforce programs, managing vendor partnerships, or overseeing talent operations in a fast-paced tech enterprise environment

  • Bachelor's degree in Business Administration, Human Resources
  • Minimum of 5 years related experience
  • Experience with contingent labor policies, worker classifications, co-employment risks, and global compliance standards

  • Experience with VMS/HRIS platforms such as Workday VNDLY, SAP Fieldglass, Level Path, or similar workforce management tools

Preferred

  • Strong stakeholder engagement skills with a track record of effectively influencing cross-functional partners, including IT, Legal, Procurement, People Partners, and Finance

  • Demonstrated success in scaling global contingent workforce programs, developing operational frameworks, and driving consistency across global regions

  • Advanced analytical capabilities, including experience in developing, interpreting, and presenting spend reports and program KPIs

  • Exceptional communication and documentation skills, with the ability to simplify complex policies into clear, scalable operational practices


Wage Transparency

Pay for this position is based on a number of factors including geographic location and may vary depending on job-related knowledge, skills, and experience.

Based on applicable legislation, the below details pay ranges in the following locations:

California: $101,500.00 - $156,750.00 base salary

Illinois, Colorado, Massachusetts and Minnesota: $97,000.00 - $133,300.00 base salary

Washington, Maryland, New Jersey and New York (including NYC metro area): $97,000.00 - $139,525.00 base salary

Washington DC: $101,500.00 - $139,525.00 base salary

Ohio: $86,400.00 - $118,800.00 base salary

This role is also eligible for the following:

  • Bonus: Sales personnel are eligible for variable incentive pay dependent on their achievement of pre-established sales goals. Non-Sales roles are eligible for a company bonus plan, which is calculated as a percentage of eligible wages and dependent on company performance.
