Position Summary

The primary responsibility of this role will be to support the Environmental & Sustainability Air Quality Compliance group at our downtown headquarters office. The responsibilities include activities to maintain compliance with air emission regulations. The position will be responsible for tracking compliance with Title V air permits, state air permits, regulatory inspections, current and future regulatory reviews, air reporting, and ongoing compliance tracking and recordkeeping. Knowledge of power plant operations and Texas Commission on Environmental Quality (TCEQ) air regulations is highly valued.

Tasks and Responsibilities
Leads, directs, assesses & develops team members, coordinates job assignments & responsibilities with crews and contractors.

Manages multiple complex projects, while accommodating high priority projects with short deadlines. Reviews progress with management.

SME and develops and manages complex environmental compliance projects.

Analyzes federal, state and local environmental and/or historic preservation regulations that impact CPS Energy in its planning and/or operations and develops options for compliance with impacted work areas.

Identifies appropriate measures to ensure compliance with environmental regulations.

Obtains licensing and/or permitting for both existing and proposed CPS Energy facilities (power plants, service centers, substations gas and electric transmission and distribution lines).Develops and manages environmental contracts for Department and other Business Units.

Represents CPS Energy by responding to regulatory agencies such as the Texas Commission on Environmental Quality (TCEQ) and the Environmental Protection Agency (EPA), as well as responding to inquiries from media and public representatives.

Prepares, certifies and submits regulatory reports to various Federal and State agencies as required.Core responsibilities focus on strategic as well as operational/tactical aspects of the organization.

Provides work direction to junior staff w/in the context of assigned projects; plans and assigns lower level analysts to given projects or tasks; provides input and/or assists with the review and evaluation of lower level personnel.

Develops environmental awareness conservation and sustainable strategies.

Maintains current professional, technical and regulatory knowledge through attendance at seminars and workshops and through the reading of industry publications/journals.

Collaborates with consulting environmental scientists, planners, hazardous waste technicians, engineers, archeologists and other specialists and experts in law and business to address environmental issues.

Evaluates operational effectiveness and ensures compliance with environmental regulations and conducts environmental field investigations, inspections, and remediations on CPS Energy construction sites and CPS Energy properties.

Responds to any environmental issue such as spills, chemical issues, and emergencies.

Leads efforts to ensure a state of continuous improvement within their span of control and develops standardization requirements.

Determines independent action in setting objectives and deciding how to proceed.

Makes frequent, independent decisions, recommendations, and optimal choices that will have a significant impact on the business.

Develops and manages program area and project budgets; works within financial objectives/budget set by management. Operates with substantial latitude for independent action in setting objectives and deciding how to proceed.

Prepares, certifies and submits regulatory reports to various Federal and State agencies as required.

Facilitates/coordinates meetings and training involving contractors, user areas and management.

Participates in community activities and trade show events promoting positive customer relations.May testify in public hearings and/or court proceeding cases as an expert witness on environmental issues.

Maintains current professional, technical and regulatory knowledge, licenses and certifications through attendance at seminars and workshops and through the reading of industry publications/journals.

Conducts environmental field investigations, compliance reviews on CPS Energy facilities, construction sites and potential properties. Interprets and applies organizational policy and recommends changes in procedures.

Performs other duties as assigned.
Minimum Skills
Minimum Knowledge and Abilities
Comprehensive environmental experience or a combination of professional and/or applicable operational experience supporting environmental projects that demonstrates ability to carry out the tasks and responsibilities defined in this job description.
Important to this position are: critical thinking, speaking & presenting, technical writing, active listening & learning, coordination, complex problem solving, quality judgment and decision making.
Proficient in Microsoft Office Package, including word processing, spreadsheets, database, presentation software, electronic mail and scheduling.
Preferred Qualifications

  • Master's degree in Biology, Chemistry, Geology, Environmental Science, Natural Resources Management or related field
  • Professional certification: REM, QAP, CEP, PG, CPESC, CESSWI, CISEC, CHMM or other applicable environmental certification
  • 40-hour Hazardous Waste Operations and Emergency Response (HAZWOPER) Certification
  • Possesses and applies a broad knowledge of principles, practices and procedures of environmental rules and regulations
  • Ability to develop alternative solutions, prioritize, and complete work projects/assignments on schedule and to achieve Department's goals/objectives with limited supervision
  • Ability to deal diplomatically with customers, employees, and all levels of management
  • Strong organizational skills, along with the ability to handle multiple and/or fluctuating priorities in a fast-paced work environment
  • Initiative to work independently or as a member of a team, coordinating with others to achieve desired results

Minimum Education
Bachelors of Science degree in Biology, Chemistry, Geology, Physical Science, Environmental Science or related field from an accredited university.
Required Certifications
Working Environment
Work is performed both indoors and outside. Employee may potentially be exposed to hazardous chemicals, wet or humid conditions, outdoor weather, noisy and dusty environment.
Ability to travel to and from meetings, training sessions or other business-related events. After hours work required on an as needed basis. Overnight travel may be required.
Physical Demands
Exerting up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Requires the ability to climb stairs, bend and walk over rough terrain.
