Arapahoe County's Public Works and Development (PWD) Department is an American Public Works Association Accredited Agency, the first County in Colorado to obtain this status. Within PWD, we are seeking a highly motivated and experienced leader to join our team as the Support Services Division Manager. The Support Services Division Manager is a key leadership position responsible for overseeing a broad range of administrative, financial, mapping, Geographic Information System (GIS), information technology, facilities, and other services in the Department. This position serves as the Department's Chief Fiscal Officer and Chief Administrative Officer, ensuring that services run efficiently, support the organization's mission, and comply with relevant policies. This important managerial position is responsible for supervising and motivating Division staff and leading initiatives to improve efficiency, levels of service, and employee engagement. This position requires regular interaction with internal and external customers, colleagues in other departments and jurisdictions, and with the Arapahoe County Board of County Commissioners. Duties
-
Responsible for the day-to-day operations and performance of the Support Services Division. Key responsibilities include:
- Manages division staff to include recruitment and hiring, coaching and mentoring, conflict resolution, work assignment and review, training and development, performance evaluation and feedback, and corrective action as needed.
- Fosters a work culture that is aligned with the Department's STRIVE values (Service, Trust, Respect, Integrity, Vision, Excellence) and the County's values of Accountability, Accessibility, Inclusivity, and Integrity. Provides leadership to ensure that a professional, efficient, and inclusive work environment is maintained.
- Ensures that policies and procedures that directly apply to or support the Support Services Division are current and relevant, including applicable portions of the PWD Operations Manual.
- Coordinates the scheduling, logistics, and other details for the annual PWD Leadership Workshop.
As Chief Fiscal Officer, this position:
- Prepares, oversees, monitors, and makes recommendations regarding financial, budget, and accounting functions and advises the Director and PWD leadership on financial matters.
- Conducts financial forecasting, analyzes operational costs, makes recommendations for fee changes, ensures proper internal controls are in place, performs revenue reconciliation, and manages the annual audit of financial records for PWD.
- Oversees all PWD fund management, quarterly supplemental budget preparation, financial forecasting and reporting, and accounting activities necessary for compliance with County, State, and Federal standards.
- Manages the Department's annual budget submission.
As Chief Administrative Officer, this position:
- Oversees all Department administrative programs and serves as liaison with the Information Technology, Human Resources, and Finance Departments on various matters that affect PWD.
- Serves as the Department's coordinator for various County-wide initiatives that affect administrative programs.
- Advocates for and supports IT projects and initiatives and ensures that the PWD IT Roadmap is kept updated and reflects Department IT needs.
- Supports employee engagement and retention initiatives in the Department.
- Leads and champions the Department's Process Improvement program and oversees the Department's Performance Measures program.
- Serves as the Department's Title IV Coordinator ensuring that services to the public are provided in a fair and inclusive manner.
- Oversees the operation of the PWD Records program, digital accessibility requirements, and GIS/Mapping, as well as facilities-related issues through coordination with Fleet and Facilities Management Department.
- Coordinates the annual employee review process including normalization of scores between divisions and making recommendations to the Director for year-end merit pay and additional pay adjustments as needed.
- Recommends, develops, and implements departmental policy, processes, and procedures to ensure consistency and efficiency in operations.
Skills, Abilities and Competencies:
- Knowledge and proficiency in financial analysis, forecasting, projection methodology, governmental accounting, budgeting, and management techniques.
- Knowledge and application of Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and Generally Accepted Auditing Standards (GAAS).
- Knowledge of Human Resources (HR) policies/procedures and the Fair Labor Standards Act (FLSA).
- Ability to direct and coordinate the work of professional, technical, and support staff.
- Ability to communicate effectively, both verbally and in writing.
- Ability to make complex decisions and determine a course of action from a variety of alternatives.
- Ability to operate standard office equipment and a variety of computer systems and applications.
- Ability to develop and give presentations to various audiences and to prepare a variety of written documentation and reports.

Education and Experience:
- Bachelor's degree in Business Administration, Accounting, Finance, Public Administration, or related f ield.
- A minimum of eight (8) years of relevant analytical or managerial experience.
- A minimum of three (3) years of supervisory/management experience.
- Any equivalent combination of education and work experience that satisfy the requirements of the job may be considered.

Preferred Education and Experience:

Pre-Employment Additional Requirements:
- Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.
- Possession of a valid Class "R" Colorado Driver's License or the ability to obtain one within two weeks of appointment.
