Responsibilities

We have a compelling requirement for a senior policy analyst to support our government customer in Maryland. This position requires an active TS/SCI security clearance.

Core Responsibilities:

1. Research and Analysis:

    Conducts in-depth research on complex policy issues using a variety of sources (academic literature, government reports, stakeholder consultations, data analysis).
  • Analyzes existing policies and programs to assess their effectiveness, efficiency, and impact.
  • Identifies emerging trends, challenges, and opportunities relevant to the customer's mandate.
  • Develops and applies quantitative and qualitative research methods to support policy analysis.
  • Maintains accurate records of research and analysis.

2. Policy Development and Recommendations:

  • Develops and drafts policy proposals, briefing notes, and reports for senior management and decision-makers related to the customer's activities and functions.
  • Formulates policy options and recommendations based on research findings and analysis.
  • Writes clearly and concisely for a variety of audiences, including policymakers, stakeholders, and the public.
  • Anticipates potential challenges, conflicts, and risks associated with policy implementation.
  • Provides expert advice and guidance to senior leaders on policy matters.
  • Understand the functions and requirement of the program's directorates and the integration of these functions relative to the customer's mission.
  • Assessing stakeholder and higher headquarters support for different policy options.

3. Stakeholder Engagement and Consultation:

  • Conducts consultations with stakeholders, including government agencies and communities of interest.
  • Gathers and analyzes feedback from stakeholders to inform policy development.
  • Builds and maintains strong relationships with key stakeholders and partners and coordinates the work of cross-functional teams.
  • Represents the customer at meetings, conferences, working groups, and other events related to their policy and functions.
  • Presents policy proposals to stakeholders and facilitates consensus-building among diverse stakeholder groups.

4. Project Management and Coordination:

  • Manages complex policy projects from initiation to completion, and develops and manages project plans, timelines, and dependencies in support of policy projects.
  • Establish and maintain enterprise policy for requirements of project execution and performance measurement.
  • Monitors project progress and ensures that deadlines are met.
  • Identifies and resolves project-related issues and prepares project reports and presentations.

5. Communication and Reporting:

  • Prepares written reports, briefing notes, presentations, and other communication materials to communicate complex policy issues clearly and concisely to a variety of audiences.
  • Presents policy recommendations to senior management and other decision-makers.
  • Responds to inquiries from stakeholders across the Department, Federal Government, academia, and industry.


Qualifications

Qualifications:

  • Minimum of 10 years with AS/AA; Minimum of 8 years with BS/BA; Minimum of 6 years with MS/MA; Minimum of 3 years with PhD. Additional 4 years of relevant experience may be accepted in lieu of a BS/BA degree.
  • Active TS/SCI clearance.

Desired Skills:

  • Specific experience developing, managing, and reviewing Department of War and Department of Air Force policies, programs, and procedures supporting D/MM forensics, cybersecurity, and/or cyber threat analysis missions.
  • Strong analytical and problem-solving skills: Critical thinking, data analysis, and the ability to synthesize information from multiple sources.
  • Excellent written and oral communication skills: The ability to write clearly and persuasively for a variety of audiences.
  • Knowledge of policies, programs, organizations, functions, and legislation affecting cyber security, digital forensics, cyber training, and system development organizations.
  • Familiarity with National Cyber Intelligence programs to identify our customer's data points, and document and report on their activities supporting these programs.
  • Knowledge of DoD and US Intelligence Community resource planning policy and procedures.
  • Capability to plan and coordinate activities involving national cyber security initiatives.
  • Superior organizational skills to analyze, develop and deliver policy and detailed reports meeting tight suspense windows.
  • Strong attention to detail and ability to prepare documents for executive review with limited direction.
  • Strong interpersonal and relationship-building skills: The ability to work effectively with colleagues, stakeholders, and the public.

Target Salary Range

$112,000 - $179,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
