Job Purpose

This role is positioned as a technical and workflow lead within the New York Revenue Requirement team, with a strong emphasis on regulatory strategy and cost recovery modeling. It blends strategic oversight, technical expertise, and cross-functional coordination across the business for various regulatory filings.

Key Accountabilities
  • Lead development of revenue requirement models and exhibits (e.g. reconciliations, capital investments, etc.), ensuring data integrity across SAP/PowerPlan/BI/HANA.
  • Maintain and enhance modeling procedures to improve consistency, efficiency, and compliance.
  • Validate and reconcile financial data to support accurate rate development and regulatory filings.
  • Act as Regulatory Lead for working groups, aligning cross-functional efforts and managing discovery responses
  • Develop and maintain effective relationships with cross-functional teams and key stakeholders including PSC Staff, to share best practices, provide technical advice, and build bases of influence.
  • Provide guidance and advice to business areas such as Finance, Accounting, Operations, IT&D, Customer, and Legal teams on regulatory matters including regulatory strategy, cost recovery, order interpretation, and regulatory filings.
  • Provide strategic inputs on PSC initiated audits, compliance and special preceding filings, and other special studies for initiatives such as CLCPA compliance, management audits, electrification and energy efficiency filings, new IT system implementations, etc.
  • Conduct regulatory research and analysis on precedents to ensure compliance and to help shape strategy.
  • Deliver clear, actionable insights to senior leadership to support decision-making and regulatory obligations.
  • Promote innovation and challenge existing practices to optimize performance
  • Continually develop junior team members through mentoring and reviewing work products.
  • Regularly cross-train team members on various functional responsibilities within revenue requirements.
  • Serve as an escalation point for internal and external queries related to revenue requirements.
Qualifications
  • Bachelor's degree in accounting, finance, or related field; Master's preferred.
  • Minimum of six (6) years' work experience within the utility industry or additional years in a similarly regulated environment.
  • Demonstrated knowledge in the areas of utility rate cases, revenue requirements and other cost recovery mechanisms.
  • Demonstrated analytical skills and good business judgment through actual experience that will allow for the contribution towards developing innovative solutions and their implementation.
  • Demonstrated strong written and verbal communication skills to build confidence with senior leadership and regulatory agencies.
  • Must have strong Excel skills and experience using Microsoft Suite applications. The position requires an understanding and knowledge of regulatory rate making, base rate cases, and cost recovery mechanisms.
  • Leadership skills with the ability to analyze business issues and provide strategic direction on regulatory matters.
  • Demonstrated ability to understand, analyze, and prioritize a broad range of issues coupled with strong decision-making skills.
  • Knowledge of utility finance, economics, accounting, ratemaking, and revenue requirements.
  • Experience in financial and business case development and analysis.
  • Excellent problem solving and strategic thinking skills.
  • Ability to establish credibility and maintain relationships both internally and externally.
  • Ability to communicate and work with people at all levels and across organizational boundaries, including ability to comprehend and explain overly complex information to a less technical audience.
  • Strong project management skills.
