Delivery Operations Manager

Orbis is seeking a Delivery Operations Manager to lead delivery operation in support of an international program. This role is remote with regular international travel to the Middle East, totaling between 35-50% of the year, with additional domestic travel as required.

MANAGE

Ensure the consistent, high-quality delivery of a technology-enabled media intelligence platform supporting the client. Manage delivery resources, coordinate with engineering teams and subcontractors, and maintain operational tempo throughout the program lifecycle.

Key Responsibilities



  • Serve as the technical and delivery lead for the program, ensuring platform reliability and data integrity across Firebase and GCP environments.
  • Perform light front-end coding within Firebase-hosted applications (React/HTML/CSS/TypeScript preferred) to support interface updates, bug fixes, and improvements in instrumentation.
  • Manage program execution from planning through release-defining milestones, sequencing deliverables, and ensuring schedule discipline.
  • Coordinate with engineering partners (e.g., Syntasa) and API vendors (Newswhip, Meltwater, LexisNexis) to ensure consistent performance and integration quality.
  • Lead triage and resolution of technical issues, supporting uptime and user confidence.
  • Oversee the Delivery Operations budget and ensure cost alignment with CSA allocations.


GROW

Drive innovation and continuous improvement across the dashboard ecosystem-enhancing the dashboard's decision value, performance, and user trust through technical and operational advancement.

Key Responsibilities



  • Lead enhancement cycles including Sentiment Calibration 2.0, Narrative Clustering & Visualization, and other innovation sprints.
  • Partner with the Program Executive and Capabilities leadership to identify, scope, and operationalize new features and integrations.
  • Use Firebase analytics, GCP logs, and front-end telemetry to identify optimization opportunities and drive iterative improvement.
  • Support the transition planning for future phase, including documentation, benchmarking, and readiness assessments for potential in-house operation.


CONNECT

Operate as the central link between client, engineering, and leadership-ensuring communication, coordination, and clarity across stakeholders and geographies.

Key Responsibilities



  • Partner with the Program Executive and Country Executive to align daily execution with client priorities and strategic goals.
  • Lead or participate in client briefings (virtual and in-person), clearly communicating progress, system reliability, and roadmap milestones.
  • Serve as translator between technical and non-technical stakeholders-ensuring requirements are expressed as measurable outcomes.
  • Maintain visibility of delivery health through dashboards, status reports, and accountability reviews.


EVOLVE

Model operational excellence and foster a high-performance delivery culture. Champion structured improvement, documentation, and rhythm across all delivery functions.

Key Responsibilities



  • Document workflows, dependencies, and system changes to ensure repeatability and continuity.
  • Mentor engineering and delivery team members, promoting craftsmanship and proactive problem-solving.
  • Support workforce and vendor planning in alignment with innovation cycles and program growth.
  • Contribute to Orbis's culture of clarity, accountability, and disciplined delivery-ensuring operations remain both measurable and meaningful.


Experience



  • 7+ years in program delivery, technical operations, or platform engineering roles within data or government environments.
  • Demonstrated experience managing delivery in Firebase and Google Cloud Platform (GCP).
  • Ability to perform light front-end coding and troubleshooting in HTML, CSS, JavaScript/TypeScript, or React.
  • Experience coordinating across matrixed teams and multi-vendor environments.
  • Proven ability to maintain performance and composure in complex, high-stakes delivery contexts.


Required Skills



  • Technical fluency with Firebase, GCP, APIs, and front-end frameworks.
  • Strong communication and client engagement skills, including presentation to executive audiences.
  • Excellent organizational and delivery management capability.
  • U.S. citizenship required; ability to obtain or maintain security clearance preferred.


Desired Skills/Abilities



  • Experience in dashboard or visualization projects involving data aggregation and analytics.
  • Understanding of UX/UI best practices for data visualization and executive dashboards.
  • Experience managing agile sprints, or similar project tools.
  • Strong analytical mindset with attention to operational precision.


Physical Requirements



  • Prolonged periods of sitting at a desk and working on a computer.
  • Frequent video conferences and collaborative virtual meetings.
  • Ability to travel internationally is up to 50% of the year and domestically as required.
