The Director of Contracts Administration is responsible for overseeing the management and administration of all federal and commercial contracts. This role will enusre compliance with contractual obligations, applicable laws and regulations, and internal policies.

About The Position



  • Lead and manage the Federal and Commercial contract team, overseeing all phases of contract lifecycle management, including proposal development, negotiations, modifications, and close-out.
  • Develop and implement strategic plans to support growing the company's contract portfolio.
  • Provide guidance and support to stakeholders during proposal development, including pricing support, technical requirements, and compliance considerations.
  • Negotiate contract terms and modifications to optimize business outcomes while maintaining compliance with regulatory requirements.
  • Collaborate with cross-functional teams to support contract execution and risk
  • Monitor and evaluate contract performance, addressing issues proactively to ensure successful contract fulfillment.
  • Maintain up-to-date knowledge of relevant government and commercial regulations, policies, and industry best practices.
  • Prepare and present reports on contract status, risks, and opportunities to the VP of Contracts and Compliance.
  • Develop and implement policies and procedures.
  • Ensure efficient, effective and complaint contract performance during the entire contract lifecycle including interpretations of contractual requirements, risk mitigation and change management.
  • Support cross departmental efforts in the preparation of offshoring agreements, RFP, RFI, RFQ proposals and GSA schedules.
  • Oversee, draft, review and negotiate a variety of government and commercial contracts, and related support agreements such as Teaming Agreements, professional service agreements, consulting agreements, SaaS agreements, software licensing, etc.
  • Support the stand up of approved procurement systems and ongoing maintenance and monitoring of processes in accordance with system requirements.
  • Support the evaluation and interpretation and negotiation of competitive quotations from subcontractors/vendors/suppliers and ensure appropriate CPSR documentation is recorded.
  • Support contract records management functions to ensure compliance.
  • Collaborate and support subcontractor/vendor invoice processing.



Minimum Requirements:



  • Must demonstrate proven subject matter expertise and extensive experience in drafting, reviewing, negotiating, and managing commercial and government contracts, subcontracts, and agreements supporting various government contract types such as FFP, CPFF, CPAF, and others. Additionally, the incumbent should possess specialized knowledge and experience in drafting and managing a broad range of federal contract supporting agreements, including product and service agreements, distributor agreements, SaaS and software licensing agreements, teaming arrangements, Memoranda of Understanding (MOUs), Letters of Intent, government contract proposals, Statements of Work (SOW), and Master Service Agreements (MSA).
  • Must have proven familiarity with the development and enforcement of contracting processes, policies, procedures, templates and other methodologies to develop and maintain best industry practices (such as CPSR compliance) for contract administration, management, and related business activities.
  • 10+ years' experience drafting, negotiating, and strategizing a variety of agreement types (subcontract, modifications, basis of estimate, business letters, etc.) and services.
  • Proven experience (10+ years) in commercial and government contracts (VA, DoD, DHA, CMS, GSA, etc.) management, with a strong understanding of FAR, DFARS, and other relevant Vendor management oversight, proposal development, pricing support, CPSR management and audit support, and compliance.
  • Familiarity with health care fraud and abuse laws including Stark, Anti-kickback and the False Claims Act, HIPAA, HITECH, and 42 CFR Part 2 Experience working in for a health plan or third-party medical payer, preferred.
  • Support any external audits by clients and Federal oversight agencies.
  • Proficient in drafting and updating policies and procedures.
  • Bachelor's degree from an accredited college or university, Higher level of degree preferred.
  • Must possess an in-depth knowledge of commercial and federal government contracting, to include federal acquisition process and regulations.
  • Encompass business acumen with the ability to think critically and develop creative and practical solutions.
  • Strong communication skills to include verbal, written and time management skills.
  • Abilit to multi-task, highly adaptable to change and operate in a fast-paced environment
  • Possess strong analytical, problem solving, decision making, negotiation, and interpersonal
  • Support stakeholders with various contract and subcontract questions, conduct research and provide timely responses.
  • NCMA or other contract Certification (CCCM or CFCM) preferred.
