Overview
Partners with Behavioral Health leadership to implement and monitor behavioral health quality assurance/quality improvement activities, identifies and monitors key performance indicators/program requirements, analyzes and reports on various data indicators and implements and tracks quality improvement activities. Additionally, this position will develop clinical trainings and educational/training materials, as well as conduct presentations to teams. Coordinates the development of policies/procedures and strategies to ensure compliance with federal and state behavioral health regulatory requirements. Objectively and systematically assesses, monitors, evaluates and promotes the improvement of processes that affect the quality of patient care, ensuring regulatory compliance.

Specialized Knowledge and Skills Requirements |
Knowledge of continuous quality improvement theory and statistics, and a strong grasp of the principles and skill set of nursing/behavioral health clinical processes. Strong human relations, influencer, leadership, teamwork, process management, interpersonal, and communication skills. Ability to facilitate diverse groups/teams. Extensive knowledge of licensing body standards and requirements. Ability to analyze, interpret and display data. Excellent organizational skills. Advanced presentation skills. Knowledge of quality improvement tools and techniques. Proficiency in Windows environment, EPIC, MS Word, Excel, and PowerPoint; and ability to readily develop proficiency in any software programs necessary to the position. |
Responsibilities
Essential Functions |
Collect, analyze and effectively present data related to quality and performance management activities |
Maintain a current understanding of the behavioral health rules, regulations, and guidelines from governing bodies and assure compliance with state, federal, and local requirements |
Assist in the development of policies and procedures to ensure appropriate implementation of updated regulatory guidance |
Develop and facilitate behavioral health clinical trainings related to regulatory and clinical requirements |
Develops and maintains collaborative relationships with department executive director, managers, providers, other Carle systems, and external contacts in order to meet program objectives. |
Develops education and monitoring tools for utilization by all departments to attain the continuous, systematic, and organization-wide improvement necessary for patient outcomes as well as compliance with accreditation and regulatory requirements. |
Reviews standards and literature, monitors regulatory websites, and consults with external sources as necessary to remain current with changes in standards and regulations. Works with all departments to develop or revise policies as a result of research, new or existing regulatory requirements. |
Oversee and actively guide utilization review, medication monitoring, treatment plans and peer review in accordance with federal, state, and local government and payor requirements |
Provide guidance to the Executive Director, Behavioral Health, for focused review as it relates to mental health and substance use disorder (SUD) activities |
Develop sustainable performance improvement practices through analysis of data and prioritization of efforts to improve survey readiness and consistency of care delivery using expected best-practices |
Monitor and analyze data to identify trends and areas for improvement in the delivery of care |
Conduct regular audits and reviews to ensure the accuracy and completeness of program documentation |

Compensation and Benefits
The compensation range for this position is $31.08per hour - $53.46per hour. This represents a good faith minimum and maximum range for the role at the time of posting by Carle Health. The actual compensation offered a candidate will be dependent on a variety of factors including, but not limited to, the candidate's experience, qualifications, location, training, licenses, shifts worked and compensation model.
