Overview
The School of Environmental and Biological Sciences, located on the George H. Cook Campus, is one of the largest schools of Rutgers University in New Brunswick, New Jersey. We pursue excellence in research, teaching, and outreach in areas of study that address the biological spectrum from molecules to ecosystems. Our emphasis is on both the fundamental sciences and the social and human dimensions. We offer 21 undergraduate majors, including plant and animal sciences, microbiology, biotechnology, agriculture and food systems, landscape architecture, food and nutritional sciences, ecology and evolution, marine science and oceanography, environmental sciences and meteorology, human ecology, entomology, and environmental economics.
In addition to instruction in the classroom, field, and laboratory, our students have opportunities for experiential learning on and off campus, including a growing emphasis on international experiences through short- and long-term study abroad. Students also have access to a robust program of applied research and outreach hosted by the New Jersey Agricultural Experiment Station laboratories, farms, business incubators, and marine stations throughout the state.
Posting Summary
Rutgers, The State University of New Jersey is seeking a Senior Program Administrator Supervisor for the Office of Continuing Professional Education ( OCPE) within the School of Environmental and Biological Sciences. The Office of Continuing Professional Education ( OCPE) offers practical, high-value outreach and public service programs that enrich our adult learners with new skills, new careers and new opportunities. We actively seek to define educational and outreach needs among municipal, county and state departments, private industry and local, regional, and nationwide organizations. By providing a diverse range of educational programs, we serve the people of New Jersey, their jobs, and the urban, suburban and rural communities in which they live. Reporting to the Director of OCPE at NJAES' Cooperative Extension, this position strategically manages, develops, directs, and executes continuing education courses for adult learners in environmental science, drinking water, wastewater and related areas including associated regulations and licensing.
Among the key duties of the position are the following:

  • Manages the planning, requirements development, and operational support for the contract management of the NJ Recycling Certification in partnership with the NJ Department of Environmental Protection.
  • Develops, manages and deploys short- and long-term strategic plans for revenue generation and improvements in the unit.
  • Provides direction, performance evaluation and supervision to the staff members who plan, implement and assess programs in this unit.
  • Provides strategic planning by assessing the strengths, weaknesses, opportunities, and challenges for courses in the environmental sciences unit.
  • Identifies, develops and manages budgets and financial resources for the implementation of programs and services.
  • Ensures contractual compliance with university policy, laws, and regulations.

Minimum Education and Experience

  • Bachelor's degree from an accredited institution in environmental science, business, communication, management, leadership, or a field related to the mission of New Jersey Agricultural Experiment Station or the industries served by the position or an equivalent combination of education and/or experience.
  • A minimum of five years of relevant experience or a master's degree with three years of relevant experience in program or project development and management or administration that includes coordination of work and management of people.

Certifications/Licenses

  • A valid drivers license would be required for this position.
  • Ability to complete the Rutgers Defensive Driving program within 6 months of hire.

Required Knowledge, Skills, and Abilities

  • Ability to create, develop and modify budgets, professional development curriculum, grants or contracts.
  • Ability to negotiate, consensus build, collaborate, utilize promotional tools and techniques.
  • Excellent organizational, written and oral communication skills.
  • Computer literacy.
  • Demonstrated effective ability to work in a busy environment with interruptions while completing complex projects with multiple competing timelines.
  • Demonstrated successful superb customer service philosophy and practices and ability to train accordingly.
  • Effectively communicate information with partners and staff.
  • Ability to establish cooperative working relationships with university departments, government agencies, vendors, staff, and customers.
  • Experience with team building and collaborating with faculty, industry experts, government and administrative staff across disciplines during the development and execution of training programs, outreach functions and new/changing Rutgers policies and procedures.

Preferred Qualifications

  • Experience in budgeting, grant writing, adult-learning non-credit curriculum development, online learning strategies and platforms, and/or continuing education course creation.
  • Experience working in a revenue-generating environment.
  • Effectively communicate technical information to non-technical audiences.

Equipment Utilized

  • Regular use of computer connected to the Rutgers network.
  • All Microsoft Office programs will be utilized on a daily basis, especially Excel, Word, Outlook, Teams and One Drive.
  • Rutgers systems, including but not limited to Marketplace, Sciquest, RAPSS, ANCOR, Nelnet, Salesforce, and Kaltura.
  • Virtual meeting and learning platforms including Zoom, WebEx and Canvas.
  • State systems such as SAGE are used for invoicing and grant contract administration.
  • The OCPE internal budgeting system is used frequently.
  • Frequent use of and documentation in the use of the RSP and GCA forms and templates.

Physical Demands and Work Environment

  • Ability to attend offsite meetings with clients and customers.
  • Ability to use a computer and phone efficiently is essential.
  • Work is done primarily in an office environment (sitting or standing at a desk, using a computer and phone); however, this position also manages classes online and in-person, sometimes concurrently, requiring travel to and from the class site.
  • Ability to lift 40 lbs.
  • Some travel to offsite meetings is required.
  • No specific dress code is defined, but this position is expected to dress professionally for meetings with internal and external clients and weather appropriate attire for outdoor training classes.

Special Conditions

  • Ability to occasionally travel and work evenings and weekends is required.
