The Alaka`ina Foundation Family of Companies (FOCs) has a need for a Safety Specialist to support Facilities Operations & Maintenance (O&M) our government customer located in NORCO, CA.

Candidate will be responsible for preparing, coordinating, implementing, and monitoring environmental, safety and health (EHS) policies, plans and procedures to assure the maximum safety of personnel, equipment, and property.

DESCRIPTION OF RESPONSIBILITIES:

  • Interpret regulations and codes; and assists Government personnel in altering methods; and practices to meet established standard operating procedures.

  • Review and recommend changes to safety plans to ensure compliance with specifications and applicable regulations. Verify that all deficiencies have been posted as required.

  • Investigate complaints and reported violations, entered in Government provided IT tool ARCHIBUS and provide recommendations for corrective action to Governmental personnel for acceptance.

  • Maintain inspection/audit schedules on calendar and provide any conflicts to Government COR and TPOCs for actions.

  • Provide and update information/context for customer notification letters of upcoming and completion of inspections.

  • Coordinate areas to be inspected (scheduled and unscheduled).

  • Enter inspection details, status, follow-up inspection results, and all deficiencies discovered during inspection/audit in the Safety Management System (SMS) and/or Government provided IT tool.

  • Responsible for establishing and maintaining contractors Occupational Safety and Health Plan (CDRL A009) and sub plans within.

  • Assist Government personnel to manage programs outlined in OPNAVINST SOH Program Manual and programs detailed in NSWCCORDIVINST Safety and Occupational Health Program Manual, such as Hazard Assessments, Duty/Task development, and Hazardous Material Management.

  • Maintains all site safety records and databases relating to Safety Data Sheets

  • Supporting Data Collection.

  • Provide technical and analytical consultation.

  • Conduct SOH training courses.

  • Works with Program Manager establishing training subject matter and materials in support for the monthly safety/training meetings.

  • Coordinate areas to be inspected (scheduled and unscheduled).

  • Review facilities Sustainment, Restoration, Modernization (SRM), Capital Investment Program (CIP), Military Construction (MILCON), Special and Minor projects, and space reconfiguration projects, and recommend nonconformities in accordance with Navy Safety and Occupational Health (NAVSOH) and life safety code requirements.

  • Coordinate building Fire Warden Program.

  • Coordinate support for Emergency Management.

  • Coordinate support for Ionizing Radiation and Explosives Safety programs.

  • Works closely with the Program Manager (PM) to ensure conformance to all Safety requirements outlined in the SOW

  • Works closely with the Program Manager (PM) to maintain a safe work environment.

  • Works closely with the Environmental Specialist in identifying and resolving all safety and environmental issues.

  • Responsible for identifying proper PPE requirements for the program.

  • Responsible for establishing and maintaining a database for all PPE and certification requirements.

  • Responsible for ensuring all PPE inspection requirements are strictly adhered to.

  • Ability to give training to the all-site staff on Haz Waste communications, handling, and IAP protocol.

  • Ability to communicate effectively orally and in writing, as well as present training to small groups of employees.

  • Preform record keeping tasks and document reports associated with environmental programs.

  • Participates in emergency spill response situations.

  • Observes and follows all safety rules and procedures, including wearing required personal safety equipment.

  • Keeps the Program Manager and Facilities Supervisor apprised of unique situations and problems encountered.

  • Ensure proper housekeeping practices are strictly observed.

  • Complete required monthly safety and equipment training.

  • Assists the Program Manager and Safety Specialist in performing monthly safety inspections as required.

  • Respond to and assist in emergency cleanups as necessary.

  • Complete all online training as required.

  • Other duties as assigned by the Program Manager.

REQUIRED DEGREE/EDUCATION/CERTIFICATION:

  • Bachelor's in Occupational Health and Safety or other relevant field preferred.

  • OSHA 30 certification.

REQUIRED SKILLS AND EXPERIENCE:

  • Three plus (3+) years of experience providing Safety & Occupational Health (SOH) Program Support, SOH Inspection, Audit, Self-Assessment Program Support and SOH Program Administration and Customer Service Support.

  • Excellent troubleshooting skills.

  • Excellent analytical skills.

  • Excellent communication skills.

  • Ability to use Microsoft (MS) Word, PowerPoint, Excel, Outlook, and MS Teams at a proficient level.

ADDITIONAL REQUIREMENTS:

  • Must be available and able to respond to emergency call-ins when required.

  • Must pass an annual "Fit for Duty" physical and meet all the necessary medical requirements to wear all types of respirators and perform the physical requirements of the job.

  • Must pass the required respirator fit test and maintain the requirement.

  • Must be physically able to climb all types of ladders, a-frame, vertical, extension etc.

  • Must be physically able to climb up on and maneuver on raised walkways and platforms with limited access.

  • Assigned other collateral duties as required.

ENVIROMENTAL FACTORS/PHYSICAL EFFORT:

  • Environmental Factors: Works in indoor and outdoor environments that contain excessive heat, cold and humidity, excessive dampness, electrical energy, dust, fumes, solvents grease, oils, moving machinery with moving parts, moving object or vehicles and slippery or uneven surfaces.

  • Physical Effort: Works from ground level, ladders, and platforms on equipment and systems where parts are hard-to-reach. Frequently lifts parts and equipment weighing up to fifty pounds and occasionally over fifty pounds. Standing, stooping, bending, kneeling, climbing and stretching for prolonged periods will be necessary.

REQUIRED CITIZENSHIP AND CLEARANCE:

  • Must be a U.S. Citizen.

  • Ability to obtain and maintain a Secret security clearance.
