DESCRIPTION OF WORK

In this position, you will be responsible for comprehending and utilizing the Supplier Relationship Management System alongside other Commonwealth platforms that pertain to procurement processes, policies, and functions. You will set clear goals, objectives, and timelines for procurement activities, while also analyzing outcomes to identify requirements and the most effective procurement strategies. Your role will involve initiating timely actions to acquire a diverse range of supplies, materials, contracted goods, and specialized equipment as needed. You will ensure that any concerns with vendors are addressed promptly, maintaining communication with relevant internal stakeholders throughout the acquisition process. Additionally, you will analyze complex procurement requests, conduct research, and recommend sourcing strategies to identify the optimal contracting methods for various items or services. You will apply procurement procedures to requests that require processing, demonstrating the ability to navigate the policies and protocols governing both State and Federal funding. This role demands a high level of organization and the capacity to manage projects with minimal supervision. Establishing and nurturing effective relationships with contacts will be essential, as you will also provide guidance to procurement staff and internal clients in developing product specifications, statements of work, scope of services, and other contract requirements. Furthermore, you will be tasked with creating and executing procurement contracts, actively participating in the negotiation process for new contracts arising from Requests for Quotes or Requests for Proposals. Your responsibilities will include reviewing and approving procurement requests to ensure compliance with the rules and regulations set forth by the Commonwealth and Federal guidelines, verifying that all purchase requests are accompanied by the necessary documentation. Lastly, you will ensure vendor compliance with negotiated terms, conditions, and relevant laws and policies by drafting cure letters, recommending payment halts, or implementing other corrective measures, while also being accountable for the proper use of the Commonwealth Purchasing Card and maintaining adherence to Commonwealth policies. - Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
- In the event of an emergency/disaster situation or training exercise, this position may be required to travel, work up to 12-hour shifts, and work outside of the normal work hours, including weekends and overnights.
- Telework: You may have the opportunity to work from home (telework) part-time upon successful completion of probationary period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.
- Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will receive the minimum starting salary listed on this posting. The starting salary is non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- One year of experience performing technical purchasing or contract management work; and a bachelor's degree in business, supply chain, logistics, project, or operations management, or a related field; or
- An equivalent combination of experience and training.
