DESCRIPTION OF WORK

In this position, you will oversee the execution of transportation-related projects, including but not limited to highway and structural initiatives, from their initial conception to final completion. This role requires effective management of resources, costs, quality, and timely delivery within a matrix management framework. The primary goal is to ensure that projects are completed on schedule, align with the defined scope, remain within budgetary constraints, and comply with all applicable state and federal regulations and policies. As a member of the Project Delivery Unit and under the guidance of the Portfolio Manager or Project Manager 3, you will supervise a range of projects, from minor to complex, utilizing both in-house and consultant teams throughout the project lifecycle, from inception to letting.
You will also be responsible for managing the consultant selection process for state and locally funded projects. This encompasses a variety of tasks, including publishing planned projects, advertising opportunities, reviewing Statements of Interest, and presenting recommendations to the Consultant Selection Committee. Additionally, you will prepare the Scope of Work, develop the Department Man-Hour Estimate, publish the Final Ranking, and review and approve both the technical and price proposals submitted by consultants. Furthermore, you will be tasked with preparing Engineering and Reimbursement Agreements and reviewing and approving invoices, ensuring that all processes are completed for both ECMS and paper agreements. Your role will also involve evaluating the performance of Department Design project members and supervising the activities of in-house and consultant teams. You will manage project resources, schedules using ASTA, budgets, and agreements, which includes updating ASTA schedules monthly as necessary to reflect project progress and changes.

Work Schedule and Additional Information:
- Full-time employment
- Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with 30-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Hollidaysburg. The ability to telework is subject to change at any time.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- Six years of civil engineering experience in the appropriate specialty; and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
- Five years of civil engineering experience in the appropriate specialty; and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; and an associate's degree in civil engineering technology or a closely related engineering discipline; or
- Two years of professional civil engineering experience in the appropriate specialty, and a bachelor's degree in civil engineering or a closely related engineering discipline.
Special Requirements:
- This position requires possession of a valid driver's license.
Other Requirements:
- PA residency requirement is currently waived for this title.
