Job Summary

Responsible for developing strategic pricing objectives and imperatives that support the resilience and robustness of critical infrastructure sectors, including energy, transportation, water, and telecommunications. Provides analytical and strategic pricing expertise with a focus on regulatory compliance, security standards, and risk mitigation unique to critical infrastructure projects. Reviews requests for quotations to assist the proposal team in developing estimates and pricing strategies that prioritize continuity, reliability, and public safety. Gathers data in order to determine effectiveness and profitability of pricing strategies and tactics within the context of government mandates, industry best practices, and evolving threat landscapes. Follows economic market and competitor pricing strategies, with a special emphasis on those affecting infrastructure assets, and provides tactical and strategic solutions that safeguard essential services. Identifies opportunities for improving pricing and profitability of existing accounts by considering factors such as infrastructure interdependencies, lifecycle management, and emergency preparedness.

Major Tasks, Responsibilities and Key Accountabilities

  • Researches plans and specifications to identify requirements, codes, and standards specific to critical infrastructure systems, including cybersecurity, physical security, and resilience measures. Evaluates material and construction requirements with respect to their impact on infrastructure reliability and compliance with local, state, and federal regulations governing essential services.
  • Determines if company supplied material meet local/state/federal specifications.
  • Determines accurate and detailed quantities of products and related specialty materials as measured from construction plan sets. Accurately identifies the type of material necessary for construction of facilities.
  • Communicates with material vendor and accurately determines availability and delivery times for specialty products.
  • Communicates with design engineer or owner to clarify any unusual or special material issues via phone, e- mail or written Requests for Information (RFI).
  • Meets with owners/engineers/architects to assist with or suggest specific design/build concepts. Meets with local engineering design teams to recommend value engineering options for bid projects.
  • Actively works with sales team to design successful bid strategies. Assists in bid preparation and ensures customers receive quotations in a timely manner. Tracks and monitors competitor pricing to determine market value of bids.
  • Coordinates and reviews work of other estimators or sales staff as a senior employee.
  • Conducts continuing education training and mentoring of other sales and estimating staff on a regular basis.

Preferred Qualifications

  • 5 years prior experience specific to bid preparation, sales, or construction.
  • Bachelor's degree in an Engineering, Construction Management or related discipline.
  • Typically requires BS/BA in a related discipline.
  • Generally, 5-8 years of experience in a related field; certification is required in some areas OR MS/MA and generally 3-5 years of experience in a related field.
  • Certification is required in some areas
  • Ability to read and understand Plans & Specifications,
  • Familiarity with Estimating Software, like PlanSwift & Powerscope
  • Water and Wastewater Treatment Plant experience/knowledge Preferred
  • Proficient in Microsoft Office

Pay: $52,912.84 - $75,589.76 per year.
