The Role
Presidio is seeking a Contracts Manager to join our State, Local, and Education (SLED) Contracts and Compliance Team. This team focuses on contract compliance and enablement, ensuring transparency and accountability across all engagements.

We are looking for a professional with public sector contracting experience who can serve as a contracts liaison among sales account team members, procurement offices, and IT buyers. The Contracts Manager will lead compliance and enablement efforts in the West region as part of a national team, with responsibilities spanning contract reviews, negotiation, administration, and training.

This is a remote role with approximately 10% travel. Our ideal candidate will be based in the Pacific or Mountain time zones, preferably in California, Oregon, Washington, or Colorado.

Responsibilities include:

Compliance



  • Serve as Regional Contract Manager in the West region as part of a national SLED team.

  • Provide contract leadership, subject matter expertise, and oversight to Sales Account Teams, Sales Operations, and Sales Leadership.



  • Review SLED contracts and solicitations (RFP, RFQ, RFB) to identify risks, liabilities, and non-standard terms in accordance with Presidio Legal and corporate policies.



  • Develop, recommend, negotiate, and execute contract and subcontracting strategies.



  • Administer complex contracts, including manufacturer/subcontractor flow downs, change orders, payment terms, warranty, reporting, and contract close-out.



  • Collaborate with internal stakeholders (Legal, HR, IT Security, Finance, Proposal/Capture Teams, Business Development, and Leadership) to meet business objectives.



  • Advise on applicable Federal, State, and Local regulations, policies, and procedures.



  • Maintain accurate contract records and support required government reporting.



  • Train Sales Account Teams and internal stakeholders on SLED contracts.



  • Manage, mitigate, and escalate disputes as needed.



  • Support resolution of payment-related issues.



  • Complete company Representations & Certifications for solicitations.



  • Conduct internal audits to promote consistency and compliance.




Enablement




  • Drive growth and utilization of cooperative agreements, subcontracts, and contracts within the region.



  • Monitor and maintain relevant OEM brands on cooperative contracts.



  • Identify and initiate equitable price adjustments on cooperative contracts, where applicable.



  • Address contractual gaps in product or service delivery.



  • Ensure accuracy of contract data and assist in reporting.



  • Support process improvement initiatives to streamline contract management.



  • Present contracts compliance and enablement updates to stakeholders virtually and in person.



  • Collaborate with sales management and leadership on strategic contracting opportunities.



  • Perform other related duties as assigned.




Required Skills and Professional Experience




  • Bachelor's degree or equivalent experience and/or military experience.



  • 3+ years of government (State, Local, or Federal) contracts administration experience.



  • Demonstrated experience working with cooperative or statewide contracts.



  • Familiarity with managing all aspects of the contract lifecycle.



  • Strong knowledge of Federal, State, and Local regulations.



  • Proficiency in Microsoft Outlook, Word, Excel, PowerPoint, OneDrive, and SharePoint.



  • Excellent verbal and written communication skills, with proven ability to build strong relationships.



  • Ability to work collaboratively in a demanding, executive-level environment.




Preferred Skills and Professional Experience




  • 5+ years managing a portfolio of State, Local, and Education contracts.



  • NCMA Certification.



  • Experience with risk management and insurance requirements.



  • IT-related industry experience with regional customers.



  • Understanding of key legal concepts, including indemnity, liability, privacy, security, and technology licensing.
