POSITION PURPOSE:
The RMDC Clerk assists with record identification and ensures newly generated/received records in all formats are created/maintained as required by National Archives and Records Administrations requirements and retained as required by DOE Record Disposition Schedules. RMDC maintains a comprehensive filing system for records in all formats to be retained in the records management system for retrieval. Demonstrates a personal commitment to safety and quality.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Process records in all formats, which includes determining permissions with the appropriate document markings, checking for accuracy and completeness of records according to National Archives and Records Administration requirements and identifying record retention.
- Review records to ensure proper requirements are met and provide feedback on each record transfer when records do not meet requirements.
- Import records and identify properties of records in Documentum for tracking purposes, labeling, and filing and ensure quick retrieval.
- Assigns document numbers for DOE and North Wind Dynamics, LLC (NWD) documents.
- Responds to customer requests for documents (includes researching, retrieving, providing copy of document either with hard copy or electronic copy, and verification of classification with the stamping of appropriate markings on the document); Records Manager may have to be consulted for requestor's "need-to-know" with all record requests.
- Digitizes by scanning paper records converted to electronic and ensures quality and legibility meet National Archives and Records Administration/DOE requirements (creating PDF or Word documents).
- Determines and assigns, as directed, the correct NARA Approved DOE Records Disposition and proper file arrangement, for records categorization and disposition.
- Assists the Records Manager with the disposition of records activities.
- Provides input for the development of departmental procedures as needed.
- Assists when needed in response for Energy Employee Occupational Illness Compensation Program/Freedom of Information Act (EEOICPA/FOIA) and response to Privacy Act requests.
- Collects documents and maintains indexes to support the Administrative Record/Information Repository of the Environmental Information Center.
- Assists with retrieval and delivery of external mail including sorting mail for distribution.
- Ability to operate a postage meter to affix appropriate postage to all external mail. Tracks postage utilization by other contractors for billing purposes.
- Maintains a safe working environment. Demonstrates awareness and implementation of applicable environmental, safety, and health (ES&H) requirements while also alerting co-workers of such requirements as needed.

MINIMUM QUALIFICATIONS:
Education and Experience
- Position requires high school diploma or equivalent plus at least three years of related work experience.
- Requires proficiency with Microsoft Office applications and a working knowledge of Adobe Acrobat, including the creation and modification of PDF documents.
Skills and Abilities:
Language Skills
- Ability to read and interpret documents such as operating and maintenance instruction and procedure manuals.
- Ability to write routine and non-routine reports and correspondence.
- Ability to speak effectively before groups of customers or employees.
Mathematics Skills
- Ability to make mathematical calculations with reasonable speed and accuracy.
Reasoning Ability
- Ability to define problems, collect data, establish facts and draw valid conclusions.
- Ability to interpret a variety of instructions and deal with abstract and concrete variables.
Other Skills/Abilities
- Typing skills and the ability to operate an office copier, fax, telephone, and computer are required.
- Must be able to obtain and maintain a DOE "Q" clearance.
PREFERRED QUALIFICATIONS:
- Associate's degree preferred.
- Experience with document control and tracking systems, digitize (scanning) paper records to convert to electronic format.
- Knowledge of DOE NARA Approved record retention and record requirements a plus.
- The ability to use Documentum or equivalent document management system will be considered a plus.
PHYSICAL DEMANDS:
- While performing the duties of this job, the employee is regularly required to talk or hear. The employee is required to sit for part of the day. The employee is frequently required to stand; walk; reach with hands and arms; climb or balance; stoop, kneel, crouch or crawl; and drive.
- The employee must be able to lift and/or move up to 25-30 pounds on a regular basis and occasionally lift and/or move up to 50 pounds.
- Specific vision abilities required by this job include close vision, depth perception and the ability to adjust focus.

Works in typical office environment. The noise level in the work environment is usually quiet.
