Compensation:
We offer our employees a competitive compensation and benefits package that reflects our organizational culture, mission, and core values. The salary range for this position is $78,644.80 to $83,172.96 and is commensurate with experience.
Position Description: The Senior Property Manager plays a vital role in advancing SOME's mission to support those in need with compassion and respect, while also safeguarding the value of the property and achieving organizational goals. This position is responsible for the overall performance of the housing portfolio, including operations, customer service, occupancy, compliance, resident relations, and court representation.
The ideal candidate will have strong knowledge of housing agency regulations and a demonstrated commitment to community building. They must be able to collaborate effectively as part of a team of on-site and off-site stakeholders, participate in shared decision-making, and balance multiple priorities. Proficiency with the OneSite database and workflow processes is essential for ensuring accurate and efficient property operations.
Beyond core property management duties, the Senior Property Manager will partner closely with program management and social services teams to coordinate wrap-around support for residents. By fostering seamless collaboration and integrated services, this role contributes to building healthy, thriving communities.
Required: Bachelor's degree in related field (Business Administration, Real Estate or Public Administration preferable), or equivalent knowledge. 3+ years of related work experience in Property Management. Experience as a manager of Affordable Housing. Preferred: Bachelor's Degree; 3-5 yrs. experience with Housing Tax Credits 3-5 years of supervisory experience; LIHTC (Low Income Housing Tax Credit) certification
Required License/Certification: CPM (Certified Property Manager); If the applicant does not possess this certification, he/she is required to take and pass the exam after the first year of employment.
Schedule: Monday - Friday 8:00 - 4:30 pm, and one (1) late day per week, from 4:30pm - 7:30pm.
Knowledge/Skills/Abilities Required:
- Must be familiar with housing management, budgeting, housing agency regulations, and the Low-Income Housing Tax Credit Program, HUD, Public Housing Program/DCHA, and comply with Fair Housing Laws.
- Must possess strong organizational and management skills and the demonstrated ability to work as a critical member of a team that is committed to building strong communities.
- Proficient with Microsoft Word and Excel; OneSite/Yardi proficiency required.
- Excellent verbal and written communication skills. Self-motivated, flexible, and detail-oriented.
- Ability to interact effectively with diverse audiences with tact and courtesy.
- Ability to physically inspect the property in its entirety, including walking/climbing stairs, and withstand all weather conditions.
- Must respond to "after hours" emergencies.
- Must possess and maintain a vehicle and valid driver's license with an insurable driving record. The vehicle should be safe and reliable (mileage will be reimbursed).
Compliance Expectations: Financial Operations
- Achieves financial stability through cost reduction and implementation of systems to reduce delinquency rates, following up monthly with residents. Creates goals to maintain a high occupancy rate of at least 95% through curb appeal, service, and retention strategies.
- Monitors and oversees all property management (PM) related plans, policies, procedures, rules, regulations, soft services contracts, and agreements in accordance with organizational policies. Keeps track of hard services contracts.
- Prepares annual operating budget; monitors projections and maintains budgetary guidelines, with the ability to explain monthly variances.
- Oversees rent, security deposits, and miscellaneous income collections, and reviews scheduled billings. Delivers weekly cash receipt batches to the Property Accountant.
- Prepares and reviews all reports, including monthly management and expense reports; submits reports on time, complete, and accurate.
- Ensures that residents adhere to all provisions of the lease and community rules.
- Ensures the accurate maintenance of resident records in OneSite and Kwiktag.
- Reviews and approves all PM purchases of supplies, equipment, and contracted services for the community.
- Supervises PM staff in preparing for inspections and audits.
- Files court documents, attends scheduled court hearings, and handles evictions.
- Completes special projects as assigned by the VP, Asset Management.
- Participates in required trainings and development activities.
Compliance & Housing:
- Ensures SOME's compliance and deadlines for documentation.
- Oversees compliance-related screenings and reviews of all applications in a timely manner, including preparation of lease packages and lease approvals with local housing agencies, scheduling apartment inspections, and securing housing assistance payment contracts.
- Supervises lease orientations and signings, along with submission of DCHA documentation.
- Oversees Tax Credit move-in certification and re-certification processes.
- Prepares and pre-audits first-year investor lease-up files, as needed.
- Supervises, assists, and reviews the DCHA certification process to ensure timely and accurate certification for both annual and interim requirements.
- Supervises processing of move-ins/outs, transfers, and rent changes for OneSite data entry.
- Interacts with various stakeholders.
- Tours partners and funders, as needed.
- Stays current on compliance rules and guidelines applying to properties within the portfolio.
Supervisory Expectations:
- Ensures appropriate department staffing levels to meet objectives; assesses, evaluates, and hires new employees as needed.
- Contributes to budget development, leverages resources with sound judgment to achieve department goals, administers the budget, and ensures compliance with SOME's financial reporting requirements.
- Contributes to strategy development and works to improve department functions and performance; assists in creating standards and goals as appropriate.
- Submits administrative paperwork to Human Resources, Finance, Compliance, and CQI; refers to the SOME Employee Handbook and policies for guidance.
- Maintains professional documentation and ensures program compliance with SOME CQI standards.
- Ensures compliance with all state, local, and federal laws governing the workplace and departmental functions.
- Schedules staff work hours as needed, monitors time and attendance, and approves time cards and leave requests.
- Provides direction and guidance to staff on departmental operations and procedures.
- Defines work requirements, assigns tasks to staff members, and reviews work for quality and accuracy.
- Provides regular feedback, monitors individual performance, conducts evaluations, and implements performance improvement measures as necessary.
- Provides coaching and training for staff, supports staff with work processes and policies, and encourages professional development opportunities.
Reports to: Vice President, Asset Management
Position Designation: This position is designated as Safety Sensitive. You may be subject to drug testing prior to or during your employment with SOME. In this position, you may be disqualified from employment based on the presence of marijuana in test results, even if you possess a medical card authorizing the use of medical marijuana.
