Position Summary

EBI Consulting is seeking a full-time Federal Permitting Manager with demonstrated experience coordinating permitting across multiple federal agencies, particularly within the broadband or infrastructure sectors. This individual will lead permitting strategy and execution and serve as a subject matter expert on Section 10, Section 404, and/or other permitting that may result from NEPA reviews. Experience supporting complex projects involving interagency coordination is essential. The role will also support internal process development and may contribute to proposals and client-facing strategy.

This position reports directly to the Broadband Services Program Director and will either be remote/work-from-home or hybrid, depending on the location of the successful candidate. To be successful in this position, candidates need to have a home office already established and be comfortable working in this environment. While primarily office-based, the position supports projects across the United States and may require occasional travel for client meetings or trainings to assist Broadband and other EBI programs.

Essential Duties and Responsibilities



  • Develop and implement permitting strategies that align with project NEPA pathways, NTIA guidance, and client timelines
  • Lead and manage permitting processes including Section 10 (RHA), Section 404 (CWA), SF-299, and other rights-of-way or federal land access permits
  • Coordinate with federal, state, and tribal agencies to ensure timely permitting approvals and regulatory compliance
  • Track and manage permitting milestones to align with environmental review and construction schedules
  • Review and guide the preparation of permitting documentation to ensure completeness and technical accuracy
  • Support proposal development and project scoping where permitting is a critical path element
  • Assist in internal process development and mentoring of staff in permitting procedures and best practices


Qualifications and Capabilities



  • Minimum of 7 years of experience managing federal permitting processes for infrastructure or environmental projects, ideally including broadband deployments
  • Demonstrated expertise with permitting under Section 10 (RHA), Section 404 (CWA), SF-299, and other rights-of-way or access permits related to NEPA reviews
  • Strong understanding of NEPA pathways (CATEX, EA), especially how permitting intersects with environmental review timelines
  • Experience coordinating with federal, state, and tribal agencies, including consultation tracking and document preparation
  • Familiarity with permitting processes on federal lands, including coordination with agencies such as BLM, USFS, NPS, or DoD
  • Familiarity with NTIA, FCC, or other broadband-related federal agencies and environmental compliance expectations
  • Excellent communication, organizational, and interagency coordination skills
  • Bachelor's degree in Environmental Science, Planning, Public Policy, or related field (Master's preferred)
